PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 SEPTEMBER 2019
With reference to amenity, the applicant indicates that the units will not change the amenity of the
surrounding area and are to be expected in an industrial estate. Further the applicant submits
that a number of industrial developments in the area have been approved with Ancillary dwelling
units as detailed in the extract from the planning report accompanying the application.
Figure 3 - Extract Applicants report – location of approved ancillary dwelling units (marked in red)
The applicant has submitted as justification for the application, that Council has approved
multiple ancillary dwelling units on individual industrial sites within the locality. It is noted that
three developments MCU17/0560 (4 ancillary dwelling units), MCU17/0078 (2 ancillary dwelling
units) and MCU 18/0062 (3 ancillary dwelling units) have been approved in the locality however
the approval of these other units is not sufficient justification to continue to approve residential
development in the area. As detailed previously concerns are raised as to the encroachment of
residential uses into the industrial area and the potential reverse amenity issues that may arise.
Carparking has been assessed for the development based on rates detailed by Council’s
consultant traffic engineer for assessment of the original approval. This report identified
carparking rates of 1 space per 30m² for tenancies 150m² or less and 1 space per 50m² for
tenancies greater than 150m² for an industrial development. Whilst there are some minor
discrepancies between the plans and the applicant floor area calculations, carparking is
considered to comply based on the following areas:
Units over 150m2 3084m2 1:50m2 61.68 spaces
Unit below 150m2 1446m2 1:30m2 48.2 spaces
Caretakers 1: unit 16 spaces
Total 125.8 spaces
Provided 125 spaces plus 16 scooter spaces
4. DRAFT PLANNING SCHEME
The Draft Noosa Plan defines Caretakers Accommodation as:
Caretaker’s accommodation means the use of premises for a dwelling for a caretaker of a non-

The Plan includes the site in the Low Impact Industry zone and details that caretaker’s
accommodation is subject to impact assessment. The Performance Outcomes for the Low
Impact Industry zone detail:
Development for caretaker’s accommodation:
