PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 SEPTEMBER 2019
Visual Impact Assessment
PEA 1802 of 2019
1 Introduction and Background
1 This assessment relates to an appeal by Reece Limited (the Appellant) against Noosa Council's decision
to refuse a development application seeking a development permit for operational works - advertising
device (the proposed sign) in respect of land located at 1/100 Rene Street Noosaville (the subject site).
2 Insight DAS has been engaged by Reece to undertake an assessment on the potential and significance of
visual impacts arising from the proposed sign.
3 As noted in the application material, the proposed sign is a wall sign with a face area of 8.792sqm
(measuring 5.6m wide x 1.57m high), positioned on the northern wall of an existing industrial building
{the Actrol building) on the subject site (refer Figure 1). The Actrol building is a relatively new building
located within a pocket of industrial development accessed from an interna! road off Rene Street. The
subject site is within the Shire Business Centre of the Noosaville Locality Plan, indicating that it is within a
precinct or principle business centre for Noosa with a focus on industrial businesses.

o In February 2018, Council approved minor changes to the Actrol building. The approval induded two
advertising devices (the approved signs}: a 4sqm sign (measuring 4m wide by 1m high) on the northern
elevation of the building, and a 4sqm (measuring 4m wide by 1m high) sign on the western elevation of
the building. The Appellant subsequently applied for approval to change the signage for the building,
seeking to replace the two approved signs with a single, larger sign on the northern elevation. In April
2019, Council decided to refuse that application.
5 The following are reasons for refusal from Council's Decision Notice that are of relevance to visual
amenity concerns (underlining has been added to highlight critical aspects of the issues):
The application proposes an Advertising Device in the form of a Wall Sign in excess of 4m2
signface area which is inconsistent with:
i Overall Outcomes of The Noosa Plan's Advertising Devices Code, being that:
a. The proposed advertising device goes not complement and detracts from the
desirable characteristics of the natural and built environment in which the
advertising devices are exhibited;
