PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 APRIL 2017

5) As part of the planning scheme review, consider each area of unconstrained, undeveloped,
well located urban land, and where appropriate consider zoning it for semi-attached or
attached housing or small lot (nominally 450m2) development. Small lot development could
be accompanied by a Dwelling House (Small Lot) Code to limit dwelling housing size and
      protect residential amenity.
6) Explore any established areas suitable for density “uplift” such as the splitting of existing
lots or inclusion of attached or semi-attached housing.
7) Reconsider the approach of the current planning scheme provisions which encourage the
development of large duplexes rather than other smaller attached units.
8) Review levels of assessment to minimise regulation and encourage the delivery of desired
housing options. For instance, planning assessment may not be necessary for a duplex in
all zones and multiple housing may be made code assessable in zones where they are an
      intended use.
9) Consider provisions in the new planning scheme to cater for smaller, more affordable
housing options (particularly by students and key workers) in the Business Centres of
Noosa Junction and the Shire Business Centre and the planning parameters in these key
Business Centres be drafted to ensure the viability of mixed use development under the
scheme (for example GFA increased, parking requirements be reviewed to potentially
reduce required resident car parking but include alternatives such as scooter and bicycle
      parking).
10) Re-introduce acceptance of payments in lieu of on-site parking requirements in locations
where public offstreet carparks can be increased in capacity and used by shoppers/workers
during the day and residents at night.
11) Explore innovative models for mixed use developments which allow the provision of
‘rooming accommodation’ for groups such as students and transient workers.
12) Encourage the development of vibrant hubs around all Business Centres with a diversity of
      small dwelling types.
13) Consider minimum densities in key locations to achieve preferred dwelling outcomes.
14) Consider incentives for small dwelling provisions in some zones / locations.
15) Work with the owners / developers of key properties in the Shire Business Centre and
Noosa Junction in an effort to achieve quality outcomes that deliver small dwellings.
16) Consider the potential for creation of walkable mixed use neighbourhoods (where a broad
range of services are within a 400m radius) to assist in stimulating development around
Business Centres such as Tewantin and Cooroy where intensification has been slow to
      proceed.
17) Facilitate and encourage the development of affordable and appropriate accommodation
for the ageing population of Noosa Shire, particularly options that allow ageing in place.
18) Preserve existing and approved retirement and aged care sites solely for that purpose.
19) Review and potentially broaden the range of zones within which aged accommodation
facilities are permitted to increase the options for finding sites.
20) Minimise the level of assessment required for modifications and minor additions to existing
      retirement and aged care facilities.
21) Consider inclusion of small-scale commercial, retail and community uses in Retirement
Facilities or Residential Care Facilities as consistent uses, possibly subject to code
      assessment.
22) Consider planning scheme provisions which provide opportunities for ageing in place such
as the dividing of a detached house into two or more separate dwelling units or bedsits
