PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 APRIL 2017

(depending on the location and site area) subject to compliance with building codes and
      fire regulations.
23) Retain and review provisions for group houses or co-housing models that provide adequate
independence as well as security for residents.
24) Promote and encourage existing opportunities under the current planning scheme such as
the small dwelling provisions and secondary dwelling provisions.
25) Monitor the take up of secondary dwellings over a year and specifically review compliance
with scheme provisions and any concerns of applicants and neighbours. At the completion
of the timeframe, review the appropriateness of limitations such as the gross floor area,
number of bedrooms and the need for them to be physically attached to the main house,
informed by consultation with the building and design industry.
26) Consult with local property investors and the design community for their urban design and
revitalisation expertise with the aim of identifying suitable planning parameters for mixed
use activity centres. The acceptability of the resultant design parameters would be subject
to public consultation during the plan preparation process.
27) Maintain the wide range on zones in which a community residence (a dwelling used for
accommodation for up to six persons who require assistance or support with daily living
needs plus a resident carer) is consistent with a minimal level of assessment.
28) Allow community residences to be co-located with Retirement Facilities and Residential
      Care Facilities.
29) Adopt an approach of education and encouragement to increase the number of adaptable
      dwellings in Noosa Shire, including:
      a. Development and introduction of a policy encouraging a proportion of residential
dwellings to contain specified adaptable housing elements, and working with the
development / property industry to increase the proportion of new dwellings that are
built to the standards identified in the policy. For instance, as a minimum, two storey
duplexes or townhouses should include a bedroom and bathroom on the ground floor
with an accessible path of travel.
      b. Consider incentives for dwellings which meet the policy and include a minimum number
of universally designed or adaptable dwellings in a multiple dwelling application well
located close to shops and services.
30) Council could take a lead role networking across local housing providers to encourage
National Disability Insurance Scheme housing initiatives and proactively support the
development of innovative sector partnerships, guidelines and policy to deliver the most
appropriate housing options for people with disabilities.
31) Advocate for the provision of additional crisis and emergency housing in the Shire and
facilitate it through land use planning.
32) Consider incentives for proposals which include a minimum number of affordable dwellings
to be head-leased or owned by a registered social housing provider.
33) Partner with not-for-profit organisations to foster networks of people willing to share
accommodation and potentially reduce existing barriers or fears in so doing.
34) Protect an appropriate balance of housing for permanent residents and visitors. Recognise
the limits of tourist accommodation sustainability and encourage the tourism industry to
strengthen the industry without reliance on infinite growth.
35) Protect the ‘tourist only’ resort site at Settler’s Cove for that purpose as well as preserving
      those already developed.
