EXECUTIVE SUMMARY
This report presents the staff review and proposed update of the stormwater network Desired
Standards of Service (DSS) for updating the current PIP to a LGIP.
RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 11 April 2017 and approve the Desired Standards of
Service (DSS) for the stormwater network provided in Attachment 1 for proceeding with the new
Local Government Infrastructure Plan (LGIP) under The Noosa Plan 2006.
REPORT
This LGIP report presents the staff review of the Desired Standards of Service (DSS) for the
stormwater network for the new LGIP for Council’s review and endorsement.
The purpose of the DSS is to provide a high level summary of the key planning and design
standards for a network. These standards are often identified in planning scheme policies about
infrastructure, legislation and subordinate legislation regulating infrastructure, Australia / New
Zealand standards or similarly controlled or associated documents.
For the stormwater network, the standards typically may relate to:
stormwater quantity, such as minimum conveyance capacity of major and minor drains;
stormwater quality, such as pollutant load;
frequent flow management; such as total stormwater capture volume requirements.
The staff review of the DSS contained in the current PIP, finds that the standards are considered
to remain generally suitable for the new LGIP with amendments primarily only to:
update reference dates to current controlled document versions where available, for example
updating the “Environmental Protection (Water) Policy” from the 1997 to the current 2009
publication; and
replacing the reference to “Noosa Council Engineering Design Standards – Appendix 1
Stormwater Drainage Manual” with Council’s current “Planning Scheme Policy 5 -
Engineering Design Standards - Roads, Drainage and Earthworks”.
The updated DSS proposed for the stormwater network for the new LGIP is provided for Council’s
consideration in Attachment 1.
