be reviewed as part of the State Interest review function undertaken by the State. As such, all costs of a State
Interest review must be borne, in principle, by the State Government. To require local governments to pay for
their own State Interest review is unreasonable and a cost shift to councils and their local communities. No other
local government instrument requires such a review that may cost council between $19,000 and $35,000 (a
conservative range for a medium size LGIP, with some larger LGIP councils citing more than double the costs).
The LGAQ also maintains that it is unreservedly incongruous to allow a local government's consultant to also be
an Appointed Reviewer, but not an experienced local government officer.

Through resolute advocacy and the numerous submissions to the State Government, the LGAQ has identified a
need for removal of the necessity for a third-party review of a Local Government Infrastructure Plan (LGIP) by an
appointed reviewer. Further, the LGAQ has recommended simplification of the Interim Minster’s Guidelines and
Rules associated with the process to make or amend a LGIP.

These advocacy activities support items b) and c) of the above stated motion.
