PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 APRIL 2017
e There are legal implications for council to consider regarding legal liability and fiduciary duty concerning disclosure.
Environmental
e Healthy Land & Water objectives regarding Noosa River.
e Local environmental groups’ considerations.
Historical
e Itis expected that the majority of the community accepts the science underpinning climate change projections, and
thus would support Council's objectives with regard to the development of the Plan.
e ANoosa Shire Climate Change Adaptation Strategy was prepared by SEQ Catchments and NICA some 5 years and
included considered community consultation. This serves as a first pass assessment of adaptation actions and an
initial based for this project.
The CCAP will need to take into account other relevant planning studies, plans and strategies, and the implications for the
New Noosa Plan.
SCOPE
The CHAS will only cover:
e Coastal hazards in Noosa Shire, including flooding, sea level rise, storm surge, and coastal erosion.
e Risks posed by the above to biodiversity, Council assets and infrastructure, and other tangible and intangible assets
within the affected areas.
e Internal and external consultation (community engagement) during plan development.
e Alignment with- and impact on existing and future Council plans and policies
The CCAP will cover, in addition to the CHAS, in broad terms:
e Other existing hazards such as terrestrial flooding, human health, agricultural production, and bushfire, and the
role climate change may have acting as an amplifier or suppressor within a local context.
e The impact of events outside of Noosa Shire that may pose risks inside of it (i.e. interdependencies), such as
impacts on State energy infrastructure as a result of climate change.
Design - Project Aims — bullet points
The Climate Change Adaptation Plan will:
e Improve Noosa Council and the community's understanding of current & future risks from coastal hazards and how they
might change through time as a result of climate change;
e Enable council to consult with the community clearly and sensitively throughout key stages of the project so the community
understands the implications and contributes to the decision making;
e Identify what actions are required to avoid, reduce or adapt to climate change risks as they relate to people, property,
assets and the environment;
e Provide mapping & visual products and deliverables that are useful for a range of purposes across Council departments
and functions and within the community (e.g. planning scheme, asset management, community awareness, disaster
management and financial planning; and
e Provide direction and actions for a coordinated approach for council and the community to adapt to climate change and
coastal hazards.
