NOOSA COUNCIL IDAS Development Application Decision Notice . 8 : tn - ts 21. 24, 26. 20. 16.7. document the likely edge-effects from which this Public Open Space is likely to suffer and their: sources and causes, and recommend actions to avoid or minimize these; and 16.8. document all the works and items that the applicant shall undertake, or provide, to establish and secure the Public Open Space prior to dedication. 16.9. include any fire management measures necessary for ecological purposes. Prior to the dedication of the Public Open Space, the applicant shall: 17.1. undertake all the weed control, erosion control and rehabilitation works specified in the POSMP; 17.2. undertake the fuel reduction specified in the POSMP; 17.3. construct and/or provide ail the fire trails, fire breaks, hydrants, etc. as specified in the POSMP; 17.4. undertake or provide any other works and facilities specified as the applicant's responsibility in the POSMP (eg. traffic barriers, gates, fencing, etc.) With regard to the Public Open Space Management Plan (POSMP): 18.1. The applicant shal! not commence any works (e.g. construction of firebreaks, traffic barriers, etc.) in the Public Open Space and the Private Open Space until Council approves the POSMP 18.2. The applicant shall submit the POSMP for approval by the Manager - Land Use prior to the © issue of a development permit for operational works for the works within the Public Open Space and Private Open Space. Approval of the POSMP by the Manager - Land Use shall not be unreasonably withheld or delayed, having regard to the requirements of Conditions 12 and 16. Open Space Area (OS3) - Preservation of Visual Amenity OS3 shalt be a minimum of 10m wide with the exception of the access points to the site where it may be reduced to 5.0 metres and or as required by the conditions of approval. With the exception of the area required for the bikeway and footpath to traverse OS3 and where street plantings are proposed, all the existing native vegetation on,OS3 shall be retained. The design and construction of the adjacent roads, drainage, buildings and other works shail not adversely impact upon the existing native vegetation in OS3 with the exception of entry statements in accordance with MP2 and approximately the 5 metre strip of service roadway in the vicinity of Showroom Building D. The species of street trees to be planted on the edge of, or adjacent to, OS3 shall be selected from the major tree species growing in OS3. Alternatively, they shall be in accordance with the landscaping requirements contained within this approval. Where necessary, reinforcement plantings and/or understorey thinning shall be undertaken in OS3 to: 23.1. restart stalled regenerative processes and facilitate ecological sustainability, and 23.2. facilitate the required visual screening. An ecologist in consultation with Council shall determine the need for, and the nature of the reinforcement plantings and/or understorey thinning. This consultation is to occur prior to the submission of the Site Rehabilitation Plan for the development in accordance with condition 81. Prior to the use commencing, OS3 shail be protected by a registered environmental covenant, which shall ensure that the existing native vegetation is maintained to the satisfaction of Council.
