76.2. Demonstrate a high level of environmental care and responsibility and be consistent with
best practice for developments of this type in similar environments.

Environmental Management Plan (EMP)
78. The EMP prepared by URS and dated 5 November 2002, is endorsed as the draft EMP for the

development, as amended by the conditions of approval. The applicant shall submit an amended EMP
to the reasonable satisfaction of the Manager - Environmental Services prior to the issue of a
development permit for operational works.

79. With regard to the particular plans within the EMP, the following are to be addressed:

79.1. The applicant shall prepare a Wetland and Aquatic Ecosystem Monitoring Plan providing for
Monitoring of performance against the relevant criteria in the Wetland and Aquatic
Ecosystem Protection EMP, for the maintenance of suitable habitat characteristics for the
Wallum Froglet population. The Monitoring Plan shall be to the reasonable satisfaction of
the Manager - Land Development and Manager - Environmental Services and shall be
provided prior to the application for operational works. The applicant shall report to the
Council in writing the results of the Monitoring of performance in accordance with the
Monitoring Plan quarterly for five (5) years following the commencement of use.

79.2. The applicant shall prepare an Erosion and Sediment Control Ecosystem Monitoring Plan ~
providing for monitoring of performance against the relevant criteria in the Erosion and
Sediment Control Ecosystem Protection EMP, for the maintenance of suitable habitat
characteristics forthe Wallum Froglet population. The Monitoring Plan shall be to the
reasonable satisfaction of the Manager - Land Development and Manager - Environmental
Services and shail be provided ‘prior to the application for operational works. The applicant
shall report to the Council in writing the results of the monitoring of performance in
accordance with the Monitoring Plan on a quarterly basis for five (8) years following the
commencement of use.

79.3. The applicant shall prepare a Water Quality Ecosystem Monitoring Plan providing for
monitoring of performance against the relevant criteria in the Water Quality Ecosystem
Protection EMP, for the maintenance of suitable habitat characteristics for the Wallum
Froglet population. The Monitoring Plan shall be to the reasonable satisfaction of the
Manager -Land Development and Manager - Environmental Services and shall be
provided prior to the application for operational works. The applicant shall report to the
Council in writing the results of the monitoring of performance in accordance with the
Monitoring Plan on a quarterly basis for five (5) years following the commencement of use.

79.4. The applicant shall prepare a Soil Contamination and Groundwater Protection Monitoring
Plan providing for monitoring of performance against the relevant criteria in the Soil
Contamination and Groundwater Protection Monitoring EMP, for the achievement of the
control strategies of the Stormwater Management Plan in respect to the influence of
groundwater on the Wailum Froglet habitat. The applicant shall report to the Council in
writing the results of the monitoring of performance in accordance with the Monitoring Plan
on a quarterly basis for five (5) years following the commencement of use.

80. The applicant shall commission an independent audit of the Proposed designs and site layout to
demonstrate compliance with the EMP by suitably qualified Environmental Auditor. The audit shall
conform to ISO 14010 and ISO 14011 - Guidelines for Environmental Auditing and shall be to the
Teasonable satisfaction of the Manager - Environmental Services and shall be submitted prior to the
issue of a development permit for operational works.

81. The Environmental Management Plan shall incorporate the requirement for monthly environmental
Compliance monitoring and annual audit reports to be submitted to the Manager - Land Development

for the construction stages of the development. The format and content of these reports shall be in
hard copy and digital form, generally in accordance with the following:
