72.7, access between structures and vegetated areas:

72.9. landscaping measures to reduce fire risk;

72.10. fuel load management and hazard reduction within landscaped areas;
72.11. required infrastructure — vehicle access tracks, firebreaks, hydrants, etc;
72.12, maintenance requirements for the above infrastructure;

72.13. how fires will be prevented from crossing from development precincts into the adjacent
bushland and open space areas;

72.14. coordination with other relevant organisations and agencies;
72.18. owners and operators training and responsibilities;
72.16. specific implementation procedures and responsibilities.

The applicant, future owners and tenants will implement this Plan.
Bushfire Management Plan (BMP) :

The FMP prepared by Les Hawkes of the Consultancy Bureau, dated March 2003, and forming part of
the application is endorsed as the draft BMP. However a revised BMP is to be prepared that
documents, inter alia, the following matters:

74.41. expected behaviour of bushfires;

74.2. fire hazard management actions and risk minimisation strategies;
74.3. access for firefighters;

74.4. fuel load management in all bushland and open space areas;

74.5. how ecological values, habitat values and the visual and amenity values of the vegetation
will be retained/protected;

74.6. required firebreaks, fire trails, access points and fire hydrants, etc. in bushland and open
space areas;

74.7. maintenance requirement for the above infrastructure;

74.8. how bushfires will be prevented from spreading into adjacent areas, including the Noosa
National Park;

74.9. Coordination with other relevant organizations and agencies;

74.10. specific implementation procedures and responsibilities,

74.11. the amended position of the western fire break to avoid vegetation protected within OS5.

The BMP shall be implemented by the applicant/owner.

Both the FMP and BMP shall:

76.1. include drawings at the same scale (1:2000) showing the location and dimensions of all
firebreaks, fire brigade access roads and access points, location of fire hydrants, building

set-back requirements, etc. for the construction and Operation stages of the Stage 1
development.
