The design of the evaporative cooling system shall seek to optimise energy efficiency by identifying
and maximising the advantage of the prevailing winds at the site.
Spectrally selective and/or low emissivity glass shall be incorporated where appropriate in the detailed
design, so as to reduce heat transmission to and from buildings.
Hot water requirements of the site are to be provided by solar powered hot water systems, heat
pumps, or heat recovered from refrigeration or air-conditioning systems subject to compliance with
relevant health regulations. Where it is demonstrated to be satisfactory by the Manager —
Environmental Services that such technology is impracticable, five star solar gas hot water will be
accepted as an alternative.
The developer shall seek to apply the energy efficiency strategies listed at Table 5.1 of the Energy
Efficiency Assessment report where appropriate in the detailed design of buildings.
Use the Australian Greenhouse Building Rating System (AGBR) scheme to rate the greenhouse and
energy performance for commercial/business precinct of the NSBC.
The developer shall prepare and implement a Building Energy Performance Management and
’ Monitoring Plan (‘BEPMMP”) to the reasonable satisfaction of the Manager Land Use, dealing with
Programmed time controlled scheduling for alt areas capable of separable operation, demand
management, trend logging, energy usage monitoring and reporting and exception events reporting.
The developer shall report to the Council in writing the results of the monitoring of performance
against the BEPMMP on the first, second and third anniversaries of the commencement of use Stage
1 of the NSBC, The report shall note the strategies and recommendations of the Parsons Brinckerhoff
report (April 2003) that have been carried through to the development.

The proposed wind catcher ventilation shafts shall be designed to achieve optimal internal ventilation
of buildings consistent with acceptable standards of comfort.
The developer will design tenancy agreements to ensure that any self-contained commercial
refrigeration used on site will meet any mandatory minimum energy performance standards for self-
contained commercial refrigeration to be introduced from July 2005. The developer will also design
tenancy agreements to ensure that in general all appliances used on site are as energy efficient as
possible. .
Waste Management & Recycling
The applicant must provide a suitably screened imperviously paved area large enough for all refuse
and recycling containers for each building complex. A wash down area is Ttequired with a cold-water
tap, hose and drain outlet connected to sewer. The drain outlet is to be designed to prevent
stormwater entry to the sewerage system.
Refuse containers must be provided in accordance with the requirements of the Environmental
Protection (Interim Waste) Regulations 1996 and (Waste Management) Regulation 2000, for the
storage and collection of refuse.
The development must allow refuse-loading areas to be located off street. All vehicles associated with
the collection of waste/recyclables, shall enter and leave the site in a forward direction.
The applicant is to ensure that operational procedures are in place for the prevention of wind blown-
litter on the site during both the construction and operational phases of the development.
Street litterbins and recycling bins to a design approved by Council, shall be supplied and installed at
the applicants expense at agreed locations.
The applicant shall submit a Waste Management Plan (WMP) for the construction phase of the
development prior to the issue of a development permit for operational works. The WMP shail be to
the reasonable satisfaction of the Manager Environmental Services, and shall contain information
generally in accordance with the following:-
