GENERAL COMMITTEE MEETING AGENDA 14 FEBRUARY 2022
Table 1 – Car Parking Rates
Use Floor Area Parking Rate Required Parking
Existing 94 multiple dwellings and - Condition 4 requires 188 188 spaces
94 Accommodation Units spaces
Food & Drink Outlet 142m2 Use 1 per 20m2 7 car spaces
Area
Indoor Sport & Recreation 387m2 1 per 20m2 19 car spaces
Office 192m2 1 per 20m2 10 car spaces
Community Use 607m2 1 per 20m2 30 car spaces
TOTAL: 254 car spaces
The original development provided a total of 233 spaces. Condition 4 of the original approval
requires "Provision of 1 carparking space for every dwelling unit, accommodation unit and
manager's residence…” which equates to a total of 188 residential spaces. 31 spaces are located
directly adjacent the conference centre and the balance of 14 other spaces are scattered
throughout the development. This aggregate is 233 spaces.
A combination of condition 4 (which requires 188 resident spaces) and the parking required for the
proposed uses, suggests a parking shortfall of at least 21 spaces.
Some matters included in the planning officer’s report at the time of the original approval are
considered relevant and are discussed below.
The applicant has provided the following information regarding parking justification:
“In further support, the original Council officers planning report acknowledged that the conference
centre could have to more than 250 delegates if required and that private functions such as
wedding receptions is likely to occur and that any overflow parking could be accommodated onsite
without the need for cars to be parked on neighbouring streets. The proposed uses will also not
always happen concurrently and that a percentage of the patrons will be staying onsite reduces
the parking generation of the proposal.
The various uses are also anticipated to operate at peak capacity at different times with the
following estimated times:
-Food and Drink Outlet - 12pm to 2pm and 5pm to 9pm
-Museum - 10am to 4pm with peak during functions between 6pm to 12am
-Office - 9am to 4pm weekdays
-Gymnasium - 6am to 6pm
The museum is the largest user of parking spaces, however based on daily foot traffic the only
times the museum is full is during occasional events after 6pm. The peak periods for the combined
uses will be between 12pm and 2pm (~35 spaces) and during museum functions after 6pm
occasionally (~38 spaces).
There is a bus stop located on Hilton Terrace directly outside the site with the 626, 627 and 601
bus routes meaning a regular 10-minute interval allowing access to the site. A pedestrian crossing
is also located directly opposite the site allowing access to the main walking and riding network.
A further 26 spaces are provided directly adjoining the site in Earl Street and overflow event parking
in Hilton Esplanade.
The proposal is providing the number of car parking spaces likely to be generated by the uses and
there has not been any issues raised in the past in regard to car parking. It is considered the
proposal fully complies with the Driveways and Car Parking Code.”
It is considered that while the development does not satisfy the scheme’s parking requirements,
the proposed development will generate no greater parking demands than the existing approved
