GENERAL COMMITTEE MEETING AGENDA 14 FEBRUARY 2022

Further to the above, the flying fox colony adjoining the site has significant impacts on surrounding
residents and Council has had many complaints from residents in the surrounding area regarding
noise, odour and the fear of disease transmission. Delivering housing on the lot would give rise to
more residents living alongside flying foxes, likelihood of more complaints to Council and the need
to increase resources to the Flying Fox Subsidy Scheme. Council has explored many management
strategies of flying foxes within the urban environment with limited success. For these reasons, it
is the Officer’s opinion that the flying fox issue cannot be overcome with a solution and it is not
prudent for Council or good planning to proceed with any further investigations of this site for
housing.
It continues to be very important for Council to continue to advance investigations on other Council
owned sites and explore all opportunities for social and community housing outcomes for its
community. In this regard this report recommends the preparation of a Memorandum of
understanding with Coast2Bay Housing Group is to enable a partnership and collaboration on
delivering social housing in the Shire. The process of engaging with Coast2Bay in this way is in
accordance with Section 236 of the Local Government Regulation 2012 which allows Council to
deal directly with not-for-profit community organisations such as Coast2Bay Housing Group.
RECOMMENDATION
That Council note the report by the Senior Strategic Planner to the General Committee Meeting
dated 14 February 2022 and agree to:
A. Not proceed with any further investigation at 30 Toulambi Street for social or affordable
      housing;
B. Resolve to amend the Noosa Plan 2020 by having 30 Toulambi Street included in the
      Environmental Management and Conservation Zone;
C. Delegate to the Chief Executive Officer to finalise the details of a Memorandum of
      Understanding with Coast2Bay Housing Group to allow collaboration and investigations for
      social housing/affordable housing outcomes on Council owned land and other land or
      opportunities across the Shire.

REPORT
The objectives of this report are to:
1. Provide Council with the findings of the investigation into the suitability of Council owned land
      at 30 Toulambi Street, Noosa Heads for social housing. The development would be
      commensurate with that of a dwelling house;
2. initiate a memorandum of understanding with Coast2Bay as confirmation of a partnership in
      exploring social housing outcomes on Council owned land and other land in the Shire. This
      will also allow Coast2Bay to apply for State funding for social and affordable housing as
      opportunities avail;
3. provide information to Council on potential ground/lands lease structures with a community
      housing provider to deliver social housing on Council owned properties for the Noosa
      community; and
4. discuss amending the Noosa Plan 2020 to include 30 Toulambi Street, Noosa heads in the
      Environmental Management and Conservation zone.
An investigation for social housing suitability is provided for 30 Toulambi Street, Noosa Heads. The
site is zoned for low density residential under the Noosa Plan 2020 and therefore any proposed
development would be in the form of a dwelling house.
In advance of Council’s consideration of developing an MOU with Coast2Bay, a non-binding letter
of support to Coast2Bay Housing Group has been provided by the CEO which assisted Coast2Bay
