G’day Marcus,
As discussed on the phone, the bushfire item raised by Council in the Information Request is easily addressed.
For reference, I have copied the relevant Item below.
Issue
The bushfire management plan details a 21m asset protection zone which is shown as 21m to the west of the envelope. The management plan does not discuss the potential impacts from the rehabilitation (and covenant) over the riparian buffer area and what asset protection zone is required on this side of the envelope.
Advice Required
2. Provide an updated bushfire management plan that includes details of the relationship between the riparian buffer area and the minimum asset protection zone. The bushfire management plan and development design /layout should provide for the protection and establishment of rehabilitation within the mapped riparian buffer area.
Response
The rehabilitation of the riparian corridor has strategically been restricted to 10m either side of the existing waterbody. At maturity, this will result in no greater than 20m total width of vegetation to the east of the proposed Lot 2 Building Envelope. Section 4.2.6 of Bushfire Resilient Communities - Technical Reference Guide for the State Planning Policy State Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (QFES, 2019) outlines the patch and corridor filtering process to modify potential intensity of small patches and corridors (based on Leonard et. al. 2017). The patch filtering process includes the removal of narrow corridors of vegetation less than 50m wide.
Narrow corridors and areas of continuous fuel <50 metres in width are not sufficiently wide to support a fully developed flame front. These areas are less likely to ignite due to their disconnection with fuels that can carry running fire fronts. If ignited by a point or line ignition, these areas will limit the fire head width and, as a result, the fireline intensity. The combined effect of lower ignition likelihood and lower intensity is likely to result in fireline intensity of less than 4,000 kW/m, and this presents a low hazard to land use planning and development assessment. During a bushfire hazard assessment, narrow strips of vegetation less than 50m width are merged with surrounding vegetation by allocating them to the Vegetation Hazard Class that is most common to the patch boundary.
As the 20m wide rehabilitated riparian corridor will continue to adjoin mowed grass areas, it would never exceed the minimum 50m width required to be considered a hazardous vegetation unit and would be merged with the adjoining low hazard vegetation class associated with the mowed grass area.
In this regard, as the rehabilitated riparian corridor would continue to be considered a low hazard vegetation class at maturity, no specific Asset Protection Zone is required to be implemented to the east of the Lot 2 building envelope.
Kind regards,
Nick Willis

G’day Nick,
Council have sent us a further issues letter in relation to Ian’s subdivision at 21 Jirrima Crescent, Cooroibah (attached). The second item has some queries about the bushfire management plan. I have attached the subdivision plan that I submitted in response to council’s information request which illustrates the 21m APZ that we proposed. Could you please review council’s request and advise of if/how the bushfire management plan needs to be amended.
Kind Regards,
MARCUS BRENNAN
