ORDINARY MEETING AGENDA 22 OCTOBER 2015
6. Portion D – Rejuvenation
Portion D is a trial of asphalt rejuvenation of selected streets at Marcus Beach. Asphalt
rejuvenation is a treatment for extending the life of existing asphalt surfaces. There are many
proprietary products available that offer a different range of benefits.
Following the tender submissions, it is clear that the rejuvenation treatment requires further
investigation and as such it is recommended that portion D of the contract, which is under $200k,
not be awarded during this tender process. The work covered within Portion D would be
delivered through seeking quotes under Council’s Procurement Policy.
7. Programme
Once the contract is awarded, a programme will be scheduled and works will commence as soon
as practical. In the interim all preparatory works aside from the pavement repairs have been
programmed to allow coordination with limited delays.
Finance & Risk
The current adopted budget for the Road Resurfacing and Rehabilitation programme is $6.1m.
This will allow Council to treat 27km of road. The tender evaluation matrix is provided at
Attachment 2.
Currently $250k has been spent this financial year on a one off project for David Low Way. This
allowed Council to get the programme started and to trial the Vendor Panel Arrangement.
This contract is required to start at the earliest opportunity to ensure the successful contractor
has time to complete all projects by March 2016. There is a high risk if this contract is not
awarded as soon as possible not all of the projects will be completed prior to March 2016.
Additionally if significant rainfall occurs during the term of this contract this could inhibit the
contractor completing the projects by March 2016.
