ORDINARY MEETING AGENDA 22 OCTOBER 2015

Tropic Asphalt scored the highest with Allroad Surfaces scoring the second highest during the
evaluation process. Both contractors have stated that they will be sub-contracting each other’s
services during the contract. Therefore Council can expect the same quality outcomes from both
companies.
Allroad Surfaces have submitted a price that is approximately 4% cheaper than Tropic Asphalt.
Allroad Surfaces have had the reseal/rehabilitation contract for the past 3 years in the Noosa
area and have performed well, delivering high quality project outcomes on time and with little
disruption to the community. Allroad Surfaces are also a local company based in Cooroy and
currently have no commitments that would prevent them from starting this portion of the contract
at the earliest possible opportunity.

Contractors were also asked to supply alternative treatments to the standard treatments with the
vision for the contractor to recycle existing asphalt profilings for use in the new asphalt surfacing.
It was hoped that this would achieve better value for money and be a sustainable outcome. While
some contractors offered this approach it has not been seen as a viable solution at this time with
further product trials possibly commencing this financial year. Allroad Surfaces have nominated
Tropic Asphalt as their asphalt supplier and as such can leverage off the capability to use
recycled asphalt products.

Allroad Surfaces Pty Ltd is the preferred contractor for Portion A.

4. Portion B – Mill and Fill Pavement Repairs

Portion B is associated with asphalt pavement repairs. The pavement repairs are a vital part of
preparation works prior to asphalt overlays and spray sealing. Pavement repairs ensure that the
pavement is structurally sound prior to resurfacing.

Five conforming tenders were evaluated for Portion B of the contract, Allens Asphalt, Allroad
Surfaces, Australian Paving Services, Downer EDI and Tropic Asphalt all submitted.

Allroad Surfaces and Tropic scored equally during the evaluation process. Again, both
contractors have stated that they will be sub-contracting each other’s services during the
contract, therefore Council can expect the same quality outcomes from both companies.

Allroad Surfaces have submitted a price that is approximately 8% cheaper than Tropic Asphalt,
have had previous experience in the Noosa area and have performed well. They currently have
no commitments that would prevent them from starting this portion of the contract at the earliest
possible opportunity.

Allroad Surfaces Pty Ltd is the preferred contractor for Portion B.

5. Portion C – Spray Sealing

Portion C is for spray sealing of rural roads. Spray sealing utilises different plant and equipment
than asphalt paving. Seven conforming tenders were evaluated for Portion C of the contract,
Allens Asphalt, Allroad Surfaces, Australian Paving Services, Downer EDI, RPQ Spray Seals,
Tropic Asphalt and Road Surfaces Group all submitted.

RPQ Spray Sealing scored the highest during the evaluation process, has had previous contracts
in the Noosa area and has performed well.

RPQ Spray Sealing is the preferred contractor for Portion C.
