Visual Assessment Report
0B1B2BNoosa Boat Shed
1 Introduction and Background
This Visual Assessment (VA) has been prepared for the Department of Housing and Public Works (DHPW) in
relation to the new boatshed constructed at 2 Russell Street, Noosaville, for the Queensland Boating and
Fisheries Patrol (QBFP) (Figure 1-1). The boatshed replaces a previous shed and adjoins an existing single
storey brick office currently used as the QBFP headquarters. The new boatshed was designed to
accommodate fixed-canopy marine vessels, and has been part- built (to structural completion) at the time of
this assessment.
This VA assesses proposed modifications to the part-built boatshed, including a reduction in the overall height
of the roof plus revised design and material finishes, as designed by Noel Robinson Architects (NRA co-lab,
Appendix A). A revised landscape design was also prepared (Cardno 2019, Appendix B). These changes
were made in response to visual amenity concerns raised as part of community consultation by DHPW and
Ethos Urban (April 2019).
This report addresses the planning scheme requirements (and the community’s expectations) with respect to
visual amenity, and forms part of the supporting material for a Material Change of Use for Service & Utility
Type 1 (Boat Shed for State Government) and Operational Works development application to Noosa Council.

1.2 Objectives
This VA provides an assessment of the proposed modified architectural design by Noel Robinson Architects
(NRA co-lab) on its own merit and in comparison with the existing part-built boatshed (May 2017) and in
reference to the previous boatshed expansion (c.2000). This report accordingly:
> Outlines relevant planning criteria from the Noosa Planning Scheme related to visual amenity;
> Identifies and describes the existing visual environment in terms of landscape character;
> Identifies potential sensitive visual receptors;
> Assesses the visibility and appearance of the existing boatshed comparing it to the proposed modified
boatshed, with reference to photomontages prepared by NRA (2019); and
> Identifies and assesses impacts on existing amenity and landscape character.
