GENERAL COMMITTEE MEETING AGENDA 13 NOVEMBER 2017
Currently, Asset Management is delivered through a combination of in-house technical staff and
supplemented by the use of external consultants/contractors to assist with the delivery of asset
management objectives across the organisation. The current resourcing does not have capacity
or resourcing to undertake the function of asset inventory within the Asset Management Branch.
The asset inventory function is one of the most critical functions within the Branch and cannot be
outsourced as a service as it has a strong interactive role with asset stakeholders across Council.
Good asset data is critical to the decisions we make as an organisation. Not having good data
will result in assumptions and eventually poor decisions will be made. The creation and updating
of asset information within our systems ensures that asset data reflects the assets in the field and
as a result a true and accurate account of our assets is reflected within our asset register. In
addition, the outputs of the asset information forms the foundations of our budget processes for
establishing depreciation levels for our asset classes, updating of asset renewal programs and
updates changes in our asset base.
Over the past 6 months an officer has been taken off-line to undertake the asset inventory
function. It has become evident that whilst the backlog of work has been considerably reduced
there is an ongoing need for resourcing to support capitalisation, contributed assets, discovered
assets and support the cyclic asset revaluation activities delivered by the Asset Management
Branch. The table below details the proposed additions and changes to the positions within the
Asset Management Branch. In addition to this table, the current and proposed organisational
