Noosa Council Submission 18 December 2015 - Final submission with table of submitters
Attached to the e-mail MCU15/0095 & REC15/0022 PM Submissions Object - Petition - Various.
68. In the circumstances, the DA should be rejected outright given that on present
scientific evidence and having regard to the precautionary principle, the DA cannot be
acceptably conditioned to mitigate the adverse health impacts outlined above.
iv. TRAFFIC IMPACT ON THE COMMUNITY
69. An assessment of the DA against the Noosa Plan, demonstrates that it conflicts with
the following planning requirements which relate to traffic:
(a) Overall outcomes for the Business Uses Code
(b) Specific outcomes relating to service stations for the Business Uses Code
(c) Overall outcomes for the Driveways and Carparking Code
(d) Specific outcomes relating to driveways for the Driveways and Carparking Code
(e) Specific outcomes relating to carparking and manoeuvring for the Driveways and
Carparking Code
70. A detailed analysis of the DA’s non-compliance in relation to these planning
requirements is set out below.
Failure to take into account relevant information
71. Having reviewed the DA (including the QTraffic Report prepared on behalf of the
applicant, dated 1 October 2015) and the applicant’s response to Noosa Council’s
Information Request dated 9 November 2015, it is evident that the applicant has failed
to take into account two fundamental and highly relevant issues when preparing these
documents, namely:
(a) the increased volume of GSLC traffic, particularly between 8.15am and 8.45am
and 2.45pm and 3.15pm, being the GSLC pick up and drop off times, which will
result from the withdrawal of parking space on the site, which is currently used
by in excess of 40-50 vehicles at these peak times. Congestion, already evident
as a problem at these times, will be increased at Goodchap Street roundabout as
more vehicles queue to access the GSLC entrance; and
(b) the increased volume of local traffic at the Walter Hay Drive roundabout, next to
the site, which will result from the compounding effect of the recently approved
service station development at 139 Eumundi Noosa Road.
72. The failure of QTraffic to take these two important factors into account significantly
compromises the recommendations contained in its report and also the applicant’s
responses to Noosa Council’s Information Request. Accordingly, these significant
omissions need to be taken into account by Noosa Council when assessing these
documents.
