Town Planning Report_FINAL
EXECUTIVE SUMMARY JFP Urban Consultants have been engaged by Cambooya Pty Ltd to prepare and lodge a development application for a material change of use of premises for 5 short term accommodation units and 2 food and drink outlets over land at 36-38 Duke Street, Sunshine Beach. The application seeks approval under the Noosa Plan 2020 to be undertaken in accordance with the proposal plans, which are included in Appendix A of this planning report. Short term accommodation and food and drink outlets are consistent uses in the Tourist Accommodation zone, and as such, the application requires code assessment in accordance with the provisions of Noosa Plan 2020 and the Planning Act 2016. The site is located in the Duke Street commercial/ tourist strip, which services the basic needs of both tourist and residents of Sunshine Beach. The purpose of the Tourist Accommodation zone is to cater for a mix of medium to high density short-term accommodation supported by business uses that complement and enhance the areas primary role as visitor destination. The proposal as illustrated in Figure 1 below, is consistent with the zone intent and the built form is in keeping with prevailing character of the existing streetscape. The proposal also generally complies with the relevant assessment benchmarks relating to built form, including building height, setbacks, plot ratio and landscaping. Despite this, the proposal is unable to strictly comply with some of the finer grained elements of the planning scheme such as site cover and carparking. Figure 1 – Rendered perspective of the proposed development The proposed development includes a site cover of 70%, which exceeds the planning scheme’s performance outcome of 45%. In this instance it is considered that the performance outcome is out of context with the prevailing urban character of the area, which is evidenced by the two adjoining developments having site cover calculations of 92% and 74% respectively.
