The 45% site cover requirement is incongruous with the zone intent and our client has advised that
any proposal involving 45% site cover would not be able to deliver an economically viable
development over the site. Compliance with this requirement would result in a built form outcome
similar to the existing 2 storey development on the site (Refer to Figure 11 below), noting that the
existing development does not include any formal onsite car parking. Strict adherence with the site
cover requirement would most certainly ensure the applicant has no alternative but to retain and
refurbish the existing building which was built in the 1960s. This would result in a lost opportunity to
achieve a quality mixed use development, which is consistent with the higher order zone intent and
positively enhances the precinct’s appeal as a tourist destination.

The proposal provides 6 onsite car parking spaces including one PWD and visitor space. The scheme
requires a total of 10 spaces. Investigations to accommodate additional onsite carparking were not
successful due to the site constraints including area, width and slope. Therefore, the application
includes a request for Council to exercise its discretion to accept a monetary contribution in lieu of
providing some onsite parking in accordance with Council’s ‘Contributions in lieu of parking policy’.
This would result in a monetary contribution of circa $48,000 to be put towards on-road parking or
transport initiatives within the local area.

Therefore, assessment of the application will require some flexibility and performance-based
assessment against the relevant benchmarks to assist in delivering this highly compliant and exemplary
development outcome for the site.

This planning report contains details of the proposed development and an assessment against the
relevant provisions of Noosa Plan 2020 and other relevant State legislation and policies.
