     An expanded FOGO service could be considered which would include food waste would
       divert organic waste from landfill, and help achieve our zero emission targets.
     Local recycling of self-hauled construction and demolition waste at Eumundi Rd landfill, is
       effective and supported by the MOU report.
     Council would continue to negotiate with SCRC for comingled recyclables processing at the
       new MRF at Bli Bli.
Risks
     Commercial waste, (general waste, garden waste and recyclable waste volumes) currently
       mandated for collection by Council will be subject to competition with private waste
       collection companies after the current contract ceases. Council will lose direct control over
       the disposal of that commercial waste.
     If regional advanced waste treatment is not available then local advanced waste treatment
       in Noosa may be an option. This requires a business case, identified market outlets for
       processed material and significant investment before proceeding.
     Failure to reduce emissions from landfilled organic waste may result in the need to pay for
       carbon offsets under Councils Zero Emissions policy.
Consultation
External Consultation - Community & Stakeholder
Stakeholders in the MOU region met regularly during the preparation of the draft and final report
by Ramboll to provide guidance and agreement on milestones, content and recommendations
from the report.
Internal Consultation
The CEO and Director Community Services have been briefed on the investigations to date.
