SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 NOVEMBER 2020
SCRC therefore called for an Expression of Interest (EOI) in 2019 for proposed waste treatment
solutions for their council region only, given their time frame for tendering.
SCRC did not include MOU participants and their waste volumes in the EOI tender, but did
encourage tenderers to talk with other MOU participants about their waste volumes and interest
in sending waste to a SCRC treatment facility. Council was approached by two tenderers and
provided relevant information.
Noosa Council officers will continue to liaise with SCRC officers regarding any potential
involvement into the future.
6.3 WBBROC Regional Waste Feasibility Study by Consultant Riccardo
Noosa Council provided details of waste volumes and participated in exploring the feasibility of a
regional advanced waste treatment facility with those Councils.
The Noosa waste stream constitutes a significant portion of the WBBROC waste stream however
transport costs and travel time sending waste north is likely to be higher than opportunities to our
south. It is likely that partnering with Councils south of Noosa is a more advantageous solution
for managing the Noosa waste stream.
WBBROC have advised that they are not proceeding further with a regional advanced waste
treatment facility at this time.
7. Regional Treatment of Kerbside Collected Recyclables
There is a long history of regional cooperation in processing kerbside collected recyclable waste.
Noosa currently transports recyclables (yellow lidded bin contents) to a Materials Recycling
Facility (MRF) at Bli Bli that is owned by SCRC and operated by VISY Recycling. Noosa has a
contract with VISY Recycling to sort and sell our material until 2021. The contract can be
extended by negotiation. This MRF has been in service for many years and needs to be replaced
with a modern technology. SCRC propose to build a new modern MRF at Bli Bli and have
indicated interest in accepting Noosa recyclables at the new facility.
Recent amendments to State legislation have resulted in a 50/50 sharing of CRS revenue for
Noosa recyclables. This revenue stream of about $250,000 per annum partially offsets the gate
fee charged for sorting and marketing our recyclable material.
The Federal Recycling and Waste Reduction Bill 2020 will further impact recycling from January
2021 to 2025. Offshore processing of recyclable material will be gradually banned and require
local processing of Australian recyclable material.
Previous Council Consideration
Nil
Finance
Noosa Council contributed $5,035.71 to the costs of the MOU feasibility study based on a per
capita division of consultancy costs between MOU participants. Council also contributed $12,494
to the WBBROC investigation. At this time there are no firm proposals to indicate the costs of
going forward with any agreed waste treatment proposal.
Risks & Opportunities
The following Risks and Opportunities arise from Councils involvement in the MOU feasibility
study.
Opportunities
The next Noosa Waste Strategy currently underway should consider regional waste
diversion and treatment opportunities for Noosa.
Council should continue to investigate the potential for sending waste to a SCRC or MBRC
waste treatment facility.
