2. Introduction
2.1 Purpose
This Preliminary Construction Management Plan has been prepared to describe how the Project
Management team shall implement and conduct its allocated site management responsibilities
during the Operational Works phase of the “Lot Subdivision” (the Project). A fundamental aim of this
Plan is to ensure all construction is properly facilitated, integrated, and coordinated to deliver
certainty to the objectives of the Project.
The preparation of a Preliminary Construction Management Plan was conditioned (Condition 26) by
Noosa Council as part of the higher order approval RAL21/0028 dated 30 March 2022.
2.2 Scope of this Plan
This Plan provides a holistic approach that:
• advises how the project management team will comply with the requirements of the
contract relating to construction;
• defines the project objectives and targets of particular relevance to the construction
phase;
• describes constraints specific to the construction phase and the project in general;
• describes the process for the identification and control of risks specific to the construction
phase; and
• details the proposed strategy for the construction phase, with particular regard to
establishment resourcing, site organisation and construction controls.
2.3 Proposed Works
The proposed works require the construction of:
• a 2.0 metre wide pedestrian footpath within the road verge for the entire length of the
site’s frontage to Rene Street
• kerb, footpath and verge area to match the balance of the site frontage, including the
provision of topsoil and turf where the existing verge is grassed
• a driveway located generally in accordance with drawing number 03-1159-C1 Sheet 1
Revision A prepared by Lindsay Consulting dated 11 February 2022
• a driveway crossover in generally in accordance with Council’s Standard Drawing No RS-
051 and any associated addendum
• landscaping generally in accordance with Council’s Decision Notice (RAL21/0028).
RG Strategic Preliminary Construction Management Plan 3

This type of construction will have several distinct phases that will require different material handling
strategies to optimise the construction works and minimise impact to surrounding streets, other
stakeholders and neighbours. Our material handling strategies and construction planning will be
consulted with stakeholders and authorities before implementation.
2.4 Site Location
The proposed development site (refer Figure 1) has direct access from Rene Street.

3. Construction Management
3.1 Approach
The major external constraints on the project are:
• Maintaining smooth traffic and pedestrians flow with minimal disruptions to Rene Street,
and
• Undertaking works with minimal impact on neighbours, in particular, adjoining commercial
and industrial properties.
Upon commencement, our project team’s immediate tasks will be to:
• Undertake a survey of the site and complete a dilapidation report of adjoining properties
and assets,
• Assess the existing structures on-site and prepare for removal,
• Confirm the locations of existing services and obtain all necessary permits and licences
and approvals, and
• Arrange for the installation of temporary services – power, water and sewer to service the
site works and the amenities.
3.2 Approvals
A Decision Notice for a Reconfiguring a Lot was issued by Noosa Council on 30/3/2022 (RAL21/0028).
This Preliminary Construction Management Plan has been prepared as part of the application
material for an Operational Works permit (to be assessed by Noosa Council).
Following the issuing of an Operational Works permit by Council, the below Certifications and
Approvals will be obtained:
• Certification from the service providers (Energex, NBN and Unitywater) which certifies that
the development has met the requirements of Council’s approval RAL21/0028 and all
applicable legislation at the time of construction.
• Confirmation of easement registration over the relevant service provider, public or third
party infrastructure located on the site.
3.3 Site Security
The site will be secured using appropriate fences with access gates manned with qualified security
guards/traffic control officers. The site will be secured out of hours and patrolled by qualified
security guards. All visitors to the site will be required to report to the site office, and will be
appropriately inducted and registered in a visitor’s log book.
RG Strategic Preliminary Construction Management Plan 5
Page 7
3.4 Public / Worker Safety
All site staff and subcontractors will be required to complete a site-specific induction before
commencing work on site. The induction will cover aspects relating to safety and amenity; including
access, emergency evacuation procedures, location of first aid facilities, location of amenities, site
hours, material handling, noise and dust policies and environmental management.
Prior to commencing works on site, all subcontractors will be required to submit a project specific
Safety Management Plan. This plan will be reviewed by appointed Building Contractor for
compliance with the overall Project Safety Plan.
The Project Manager will conduct regular inspections of the project and will be actively involved in
reviewing Safety Management Plans and making recommendations with regard to health and
safety issues.
The Contractor is to maintain access to all adjacent properties during the construction of these
works.
3.5 Traffic Management Plan
A Traffic Guidance Scheme (revision 00, dated 31/5/2022) has been prepared by Evolution Traffic
Management and is included in Attachment A.
All temporary traffic control to be in accordance with the MUTCD.
Safe pedestrian access is proposed and included within he attached Traffic Guidance Scheme.
3.6 Worker Carparking
During the construction, car parking for the site workers will be located on site within the existing
hardstand /carparking area.
3.7 Communications Protocol / Complaints Procedure
The appointed Contractor shall undertake a letter box drop to adjoining properties providing
contact details for the site supervisor.
The approach for resolving complaints is,
1. Deal with the complaint immediately. Get to the heart of the matter quickly, and you’re
more likely to satisfy the customer. Ignoring it will not solve the problem.
2. Stay calm. The customer must be dissatisfied for some reason, even if you think they are
wrong. The matter will only get worse if you respond aggressively.
3. Identify the problem. Listen to what the customer says and make sure you understand.
RG Strategic Preliminary Construction Management Plan 6
Page 8
Ask what they expect you to do and write it down in as much detail as possible.
4. Decide what can be done. Even if you believe the complaint is unjustified, it may be
worthwhile trying to make the customer happy to keep their business. All it may require is
a simple explanation. Sometimes it is worth ‘walking the extra mile’, and doing more than
you feel you need to, or are obliged to, for the customer.
5. Arrange a second opinion to confirm your view. In some instances, this second opinion
may show up things you hadn’t noticed.
6. Keep records. Writing everything down reduces the chance of misunderstanding. Many
contractual disputes arise because nothing is in writing, or the details are ambiguous.
7. Fix the problem. Tell the customer what solution you can offer and make sure they
understand. If they accept the solution, act straight away and resolve the matter quickly
and efficiently.
3.8 Existing Infrastructure
Existing infrastructure will be protected during construction. The selected Contractor shall clean off
any debris deposited on the road. Dial Before You Dig enquiries will be undertaken prior to all
excavation works.
3.9 Fencing
2 metre high temporary fencing will secure the site. Security gates will be used on all access points
onto the site.
RG Strategic Preliminary Construction Management Plan 7
Page 9
4. Construction Methodology
4.1 Demolition and Excavation
Existing services within the site have been located and either capped if redundant or modified if
they are to be used as temporary services for the works.
Minor excavation work will be required on site as per the approved Operational Works Water and
Sewer Plan (03-1159-C1 revision A) contained in RAL21/0028.
4.2 Construction Sequence and Planning
The locations and types of plant may vary depending on the results of more detailed planning as
the design solidifies and the availability of plant is confirmed. There will be 3 distinct phases requiring
different material handling logic to construct the building efficiently and minimise impact on
surrounding streets and neighbours.
The phases are:
• Phase 1: Site establishment and preparation, site excavation,
• Phase 2: Disconnection of services, water and sewer works, driveway and crossover works,
and connection of new works, and
• Phase 3: Landscaping, cleaning and site reinstatement.
Each phase will not happen in isolation and the staging of them may coincide.
4.3 Rubbish Removal
A designated waste collection area will be provided for onsite that does not receive a substantial
amount of runoff from upland areas and does not drain directly to water body.
Rubbish will be removed from site by a licenced waste contractor ensuring that it is managed to
comply with Noosa Council and their contractor’s requirements. It will be taken to the to a transfer
facility.
Disposal of waste collection bins are to be clearly marked '"conventional waste”, "recyclable" and
"regulated waste".
The Principal Contractor will ensure that all containers are fitted with lids and that waste collection
is scheduled to prevent the containers from overfilling.

5. Environmental
5.1 General
The objective of this section is to identify the proposed methods that will be employed to minimise
the impact of noise, vibration and air quality in the vicinity of the development.
5.2 Noise and Vibration Management
The normal hours of work will typically be 7.00am to 5.30pm, Monday to Saturday excluding public
holidays. Noise management will generally be in accordance with the QLD DEHP environmental
noise management criteria. All plant will be regularly maintained and log books kept ensuring that
there are no excess noise emissions. Where it is practical, electric machinery will be used in lieu of
mechanical devices.
All subcontractors will be responsible for managing noise and vibration in accordance with their
project specific Management Plans.
It is proposed to undertake some after hour’s works for specific tasks to minimise impacts to
pedestrians, vehicular traffic or in the interest of safety. The works that are proposed to be
undertaken outside of normal working hours include the following:
• Fencing works;
• Footpath works.
All after hour’s works will be subject to the engagement and communication with all identified
stakeholders. Consultation with the Noosa Shire Council will occur at all times prior to any works
being scheduled. All businesses will be given notification either via email, letter box drop and
personal contact of all the proposed after hours works prior to the works commencing which will
include details of the works and the time to undertake each activity.
5.3 Air Quality / Dust Management
Dust control measures will be implemented as required and will be in accordance with QLD
Workplace health and safety regulations and Environmental Protection Act.
Dust management will be most critical during the demolition phase of the project, with the
subcontractors for these trades specifically dealing with dust management within their project
specific management plans.
prior to commencement of construction, neighbouring residents and emergency services shall be
notified in writing by letter drop of the construction period. designated working hours and contacts
regarding complaints of excessive air quality issues.
Measures that may be employed include:
RG Strategic Preliminary Construction Management Plan 9
Page 11
• Activities are to only be conducted during suitable weather conditions.
• A water truck or spray apparatus is to be provided on site if required.
• Exposed areas such as cleared areas and stockpiles are to be watered and kept
damp in order to minimise erosion or the potential for dust creation.
• Vehicle speed is to be limited on site to minimise dust generation.
• Trucks entering or exiting the site shall have their loads covered
• All construction vehicles exiting site shall pass through a wheel wash down and/or
drive over a shake down grid which will be located at the site entry /exit.
• Haulage routes shall avoid residential areas and use sealed roads where possible.
• Machinery shall be fitted dust filters all equipment and vehicles are to meet relevant
emission standards.
• Maintenance of wind breaks and barriers where possible.
5.4 Stormwater and Sediment Control
Excavation – At the commencement of these works, screens and bunding at the perimeter of the
site where stormwater may run off will be installed. Bunding will also be implemented around
stormwater drains. Diligent housekeeping will be implemented to minimise risk of dust/debris being
washed into pits.
