1 INTRODUCTION
1.1 SCOPE OF REVIEW
In this site infrastructure review and assessment report we provide discussion specific to Hydraulic and
Wet Fire Services opportunities and constraints in support of the Site Master Planning initiatives.
Specifically, recommend strategies for addressing:
• on-site Sewerage and Land application.
• wet fire systems infrastructure, including location of booster pumps and storage tanks.
• brigade access and Hydrant coverage requirements.
• related Hydraulic requirements to enable the project.
Limitations:
Report observations are based on an unobtrusive site survey (walk over of the facility) plus a desktop
review of historical record drawings (where available).
This report does not include compliance assessment for existing building services.
1.2 SITE LOCATION
CYC Noosa Campsite is located at 48 Kabi Road, Cootharaba.
1.3 EXISTING USE
The site has formally been developed use as an integrated permaculture designed organic orchard and
18-hole par 3 golf course and caretakes residence / clubhouse.
• There is no hydrant service provided on-site.
• The existing residence / clubhouse is reliant on:
o Rainwater harvesting and reuse for drinking water supplies
o 3 x Clivus Multrum composting toilets systems.
o 1 x domestic treatment and land application system.
o A Grease Trap was identified (presumably in service of the commercial kitchen)
• Irrigation water is sourced from on-site dams and reticulated throughout the site.
o A Grundfos Multi-Stage Pressure System provides constant pressure to the irrigation
system.
o A Secondary Diesel (Ajax) transfer pump was also sighted on site and is reported to
operate in connection with the irrigation system.
o A third irrigation pump (also diesel) is located adjacent the 100 Acre Dam.
• Bore water spears were sighted on-site.

1.4 PROPOSED USE
• Campsite accommodating 300 campers with commercial kitchen facilities, Dining Hall and Activity
Spaces dispersed around the campsite with allocation of agricultural land, food growing activities and
adventure spaces.
• Class 3 accommodation blocks
o Village of 140 occupants: 2350m2
o Village of 100 occupants: 2020m2
o Village of 60 occupants: 1600m2
• Class 9b Dining blocks
• Proposed rise in storey Single or two storeys (max)
1.5 AUTHORITY INFRASTRUCTURE
The site is not serviced by reticulated water supply or sewer. Upon review of the Unitywater mapping it
appears the nearest Authority Infrastructure is in Boreen Point (refer below image)
1.6 ASSUMPTIONS
The following assumptions have been relied upon in the preparation of this report:
• It would not be feasible to extend Authority Infrastructure (Sewer and Water) to the site.
• It’s assumed for the purpose of this report that the existing clubhouse building and associated on-site
sewage treatment and land application system will be demolished.
• MRP have not sighed a Flood Certificate for this site however it is anticipated the site is above any DFL
(TBC during detailed design Stage).
•
1.7 REVIEW PROCESS
The following actions have occurred in the preparation of this report
• Desktop review of Authority Infrastructure drawings 8th February 2022.

• CYC Noosa Site Walkthrough inspection / Consultant Meeting 9th February 2022.
• Preliminary review consideration issued specific to:
o Sewage treatment and Land Application of Effluent (ERA63)
o Wet Fire Services
o Water Supply Options
Drinking Water
Non-Drinking Water
Hot Water
o Gas Services.

2 SITE INFRASTRUCTURE
2.1 On-Site Sewage and Land Application.
The Sewage Treatment Facility and land application area for this development will exceed 20EP and
therefore constitutes an ERA63. It’s understood that a Future Plus have been engaged to conduct a
Land Suitability Report in preparation for a future ERA application.
2.2 Wet Fire Services
For Class 2 to 9 buildings over 500m2 we will need hydrant protection in accordance with BCA2019
Part E1.3. Therefore,
• A H-pattern booster facility at the entrance to the site. Preferably adjacent the carpark
adjacent hardstand.
• 288,000 litres of water storage (2 x 144 KL tanks) above ground and near the H-pattern
Booster Assembly
• Two diesel fire hydrant pumps
• All weather vehicular access for a Fire Appliance to any external attack hydrant protecting
class 2 to 9 buildings over 500m2
2.3 Water Supply Options
Three potential water sources exist on-site.
• Rainwater collected on proposed building roof areas.
• Dam water available from the abundant 100 Acre dam.
• Bore Water (yet untested for water flow and quality).
DRINKING WATER
CYC have expressed a preference for rainwater harvesting and reuse for potable reuse purposes. MRP
have reviewed the proposed roof area, the mean decile 5 rainfall for the nearest BOM weather station
(Tewantin RSL) and the number of patrons likely to be onsite to determine if Rainwater alone will supply
the anticipated demand.
The following high-level criteria have informed our preliminary analysis.
• Daily water demand per person: 130 l/day
• 100% occupancy / 7 days per week.
• 1 million litres of rainwater storage
• Village of 140 occupants: Roof Area: 2,350m2
• Village of 100 occupants: Roof Area 2,020m2
• Village of 60 occupants: 1,600m2
Table 1 below representing average rainwater inflow and reuse based on the above-mentioned input
criteria. This table indicating the need for monthly town water (tank top-up) contributions each month.
In the absence of reticulated town water, this shortfall would need to be made up by alternate means.

Table 1 – Decile 5 rainfall data analysis
This high-level assessment identifying a shortfall in rainwater harvesting capacity compared to reuse.
NON-DRINKING WATER
There is some potential to offset the drinking water shortfall by using non-potable bore and / or dam
water for toilet flushing and general wash down.
HOT WATER
There is some potential to offset the drinking water shortfall by using non-potable bore and / or dam
water for toilet flushing and general
• Centralised plant and probable ring main per accommodation building
o Primary heat generation plant
LPG gas, or
Electric (not Favoured by client).
• Preheat options (for running cost efficiency)
o Solar storage
o Heat pump storage (not favoured by client)
CYC have expressed a preference for GAS fuel sourced centralised hot water plant per building
complete with solar preheating option to reduce energy loadings.
A circulation hot water ring main proposed to ensure reduced wait times.
2.4 Gas (LPG)
• Reticulated Natural Gas is not available.
• This site would suit a large gas tank installation for potential hot water generation and
commercial kitchen use.
• Tank to be located adjacent the carpark area with setbacks in accordance with deemed to
satisfy requirement of AS1596.
• Tank capacity to be confirmed at detailed design phase to ensure service frequency and
