3. FINAL-160721-BA4090-Town Planning Report
Attached to the e-mail MCU16/0084 & OPW16/0157 Development Application IDAS Forms, Planning report & Plans email 1 of 3.
A prelodgement meeting was held at Noosa Council on 17 May 2016 to discuss the proposed development.
The meeting was held between the applicant and Council Officers, to review the preliminary proposals for
the site.
A copy of the prelodgement record is attached at Appendix B and the outcomes of the meeting are
summarised as follows:
It was confirmed during the meeting that the service station use is consistent within Noosaville’s Industry
zone however the shop and food outlet uses are listed as inconsistent uses and subject to an Impact
Assessable development application. Reference could be made to the inconsistent use components of
recent similar development applications MCU15/0095 and MCU14/0102 to assist with consideration of
grounds for this proposal.
Council noted the existing fast food café on site, which would provide significant grounds for re-
instatement of a similar use with the new development. It was further acknowledged that shops and
food/drink outlets are common components of the modern day service station development.
In response to the submitted sketch plan 11037 – SK001 (Rev D) dated 25/08/15, Council commented
that the site should achieve the landscaping requirements under the Landscaping Code, and justification
for the relaxation to Project Avenue would be required. Additionally, loading/refuse areas may be located
2
at the Project Avenue frontage, car parking should be provided at the rate of 1 per 20m of use area for
2
the retail shop and 1 per 10m of use area for the food business and signage should comply with The
Noosa Plan’s provisions for advertising devices.
Council detailed that specialist reports should be submitted to address traffic/manoeuvring. In regard to
traffic, the report should demonstrate that heavy vehicles can access and exit the site without adversely
affecting the through traffic movements on Eumundi Noosa Road, heavy vehicles have a free flowing
path when entering and existing the site that is not impeded by other vehicles,
customer/loading/servicing spaces are in accordance with the relevant Australian Standards and Council
codes, and a consideration/avoidance of conflicts with pedestrians along the Eumundi Noosa Road
frontage is provided.
Council noted than an application would need to include a site specific stormwater management plan
that included collection, control, treatment and discharge of stormwater runoff from the development.
The service station must also be assessed in respect to environmental health, against the Environmental
Protection Act and the Manifest Quality Workplace (MQW).
