3. FINAL-160721-BA4090-Town Planning Report
Attached to the e-mail MCU16/0084 & OPW16/0157 Development Application IDAS Forms, Planning report & Plans email 1 of 3.
Retaining walls will be required along the site boundaries of up to approximately 3.25m of the carpark
and hardstand area.
The site currently grades to the rear towards Project Avenue. It is proposed to discharge site runoff to
the existing stormwater gully pits located in Project Avenue.
The proposal will connect to the existing sewer main and water main. It is proposed to maintain the
existing property connection for this development or upgrade if required.
Please refer to the Engineering Services Report prepared by Lambert & Rebhein provided at Volume 3 for
further details.
4.3.3. Traffic Impact Assessment
A Traffic Impact Assessment prepared by Lambert & Rehbein is provided in Volume 4. The report assesses
water quantity and water quality following the proposed service station development and concludes that:
As per the Driveways and Car Parking Code the proposal is required to provide 19 car parking spaces.
The proposal provides a total of 19 car parks which include four (4) staff car parks accessed via project
Avenue;
The proposal is to primarily be serviced by a 19m B-Double for fuel deliveries and serviced by heavy
ridged vehicle (HRV) for the service station and food outlet stock delivery vehicles and refuse collection.
A loading bay has been provided for the service station and food outlet to accommodate delivery
vehicles and refuse collection vehicles.
A swept path assessment has been undertaken to demonstrate the manoeuvrability of a 19m B-Double
entering the site from Eumundi-Noosa Road, stopping to access the refuelling points, and then exit the
site in a forward gear via Eumundi-Noosa Road. The B-Double is anticipated to service the site
infrequently and will operate outside the peak times; therefore is expected to have minimal impact on the
operation of the service station.
The potential impact of the proposed development on the external road network has been assessed in
this report. The result of the assessment demonstrates that the relatively low volume of development
generated traffic should have negligible impact on the operation of the surrounding road network.
Please refer to the Traffic Impact Assessment prepared by Lambert & Rehbein at Volume 4 for further
details.
4.3.4. Stormwater Management
A Stormwater Management Plan prepared by Lambert & Rehbein is provided in Volume 5. The report
assesses water quantity and water quality following the proposed service station development and
concludes that:
Due to the increase in impervious surfaces a detention tank will be located under the service station
tenancy. The proposed lawful point of discharge for the stormwater is the existing fully pits located in
Project Avenue.
Site runoff will be treated via a series of filter baskets within gully pits and filter cartridges incorporated in
the detention tank.
Please refer to the Stormwater Management Plan prepared by Lambert & Rehbein at Volume 5 for further
details.
