3. FINAL-160721-BA4090-Town Planning Report
Attached to the e-mail MCU16/0084 & OPW16/0157 Development Application IDAS Forms, Planning report & Plans email 1 of 3.
The amount of new traffic generated by the development is considered to be negligible based on a high
proportion of drop in trips associated with the service station use and existing traffic generated by the site
and it is assumed that the development will have an insignificant impact on the operation of the external road
network. Furthermore the location of a roundabout to the north and the south of the proposed site are
expected to facilitate any U-turn traffic with southbound traffic travelling to and from the site.
b) facilitates safe and convenient movement to and from the site through the design and arrangement of
vehicular crossovers; and
Outlined in the Traffic Impact Report prepared by Lambert and & Rehbein (Volume 4), the proposal includes
two driveways onto Eumundi-Noosa Road, one entry only and the other exit only.
All public traffic will enter the site via the left in-entry only driveway when travelling northeast on Eumundi-
Noosa Road and exit via the left out-exit only driveway to the northeast on Eumundi-Noosa Road. The
adjacent roundabouts, located approximately 100m to the north and south of the site, will provide U-turn
facilities for traffic entering the site from the north or exiting the site to the south.
The proposed left turn entry and exit only driveways have been designed to accommodate the swept paths
of the 19m B-double fuel tanker, used to service the site, which are demonstrated in Volume 4.
c) provides adequate, safe and functional on-site parking and manoeuvring areas
Outlined in the Traffic Impact Report prepared by Lambert and & Rehbein (Volume 4), the proposal internal
arrangement of the site with regards to the parking layout has also been designed to accommodate the
manoeuvring of a 19m B-Double (fuel tanker) as well as a 12.5m heavy rigid vehicle.
The fuel bowsers are considered to be sufficiently separated from the site access to ensure all queuing
occurs onsite. The site layout will allow for each bowser to be accessible, whilst accommodating one vehicle
to queue behind the vehicle at each bowser without impacting on accessibility to the car park, as
demonstrated in Volume 1. The circulation provisions within the site are considered to allow vehicles to enter
with minimal conflicts, reducing the opportunity for queuing back onto Eumundi-Noosa Road.
The proposal also provide 19 car parks which comply with the Driveway and Car Parking Code which are
easily accessible from the entry to the site
For further details please refer to Traffic Impact Report in Volume 4.
Probable Solutions S1.1 of the Landscape Code states
S1.1 Landscaped areas, not less than the minimum areas and dimensions specified in Tables 14-56
or 14-57, are provided and maintained;
It is noted that service station is specifically noted in table 14-57 and therefore requires a minimum of:
10% of site area for landscaping;
3m width at the frontage except for vehicle entrances and exits; and
3m width to a depth of 10m from the frontage.
The proposal provides 8% of site area to landscaping and does not strictly adhere to the landscaping
requirement for landscaping being provided along the side boundaries for 10m and the front boundary on
Eumundi Noosa Road. Therefore the relevant Specific Outcomes states:
O1 Sufficient landscaped areas are provided to—
a) enhance the visual amenity and natural landscape character of the area, streetscape and
local area;
b) retain natural landscape features, such as rock outcrops and existing large trees;
c) retain existing native vegetation and enhance buffer areas around property boundaries;
