Attached to the e-mail MCU16/0084 & OPW16/0157 Development Application IDAS Forms, Planning report & Plans email 1 of 3.
d) suit the relative size and nature of the development and its setting;
e) reduce the visual impact of large or bulky structures and fencing along watercourses; and
f) conceal service, carparking and loading areas of developments;
g) screen incompatible land uses; and
h) provide privacy between any dwelling units and accommodation units on and adjoining
the site to a height and density appropriate to the scale of the development.
The proposal provides sufficient landscaped areas throughout the development. The landscaping in
particular is focused along the frontages of the site. The Eumundi Noosa Road frontage consists of primarily
low shrubs and ground covers which also ensure that sightlines are maintained. Landscaping is also
provided to conceal the carparking at the front of the site.
The Project Avenue frontage contains the majority of existing trees on site. Although the proposal removes
some existing vegetation, the proposal has been design to maximise the retention of existing vegetation.
The proposal incorporates 1.8m high clear trunk trees and ground cover to provide Crime Prevention
Through Environmental Design outcomes.
The landscaping of the proposal aims to contribute to the surrounding streetscape for the Eumundi Noosa
Road and Project Avenue frontages. The landscaping is strategically located to soften the hardstand areas
of the proposal and the adjoining industrial uses.
The probable solutions S2.6, S2.7, S6.3 of the advertising device code state:
S2.6 The maximum sign face area of a single sign does not exceed 4m2 on any face, unless
otherwise specified in S6.1, S6.2, S6.4 and S6.5 below; AND
S2.7 The maximum combined sign face area of all signs on the premises is 10m2
S6.3 Freestanding signs, other than flagpoles —
a) do not exceed 5m in total height;
b) do not exceed 4m2 of sign face area per side; and
c) are limited to 1 sign per frontage.
It is acknowledged that the proposal provides a pylon sign which has a maximum height of 7m and a face
2
area of 14.07m which does not strictly adhere to S2.6, S2.7 and S6.3. Therefore the relevant Specific
Outcomes include:
O2 Advertising devices —
f) are compatible with the human-scale and character of the locality in which they are
situated;
g) are compatible with the scale, proportion, bulk and other characteristics of buildings,
structures and landscaping; and
h) are designed, sited and integrated so as not to contribute to the proliferation of visual
clutter.
O6 Advertising devices respect the scale and nature of surrounding development and contribute
positively to the visual amenity, streetscape, landscape setting and natural and built environment of
where the advertising device is placed.
The proposed signage complies with O2 and O6 as the proposed pylon is an appropriate scale given the
surrounding land uses. The proposed sign is slender in shape and has been position in the middle of the
site to ensure it minimises the visual clutter of the area. Landscaping is also incorporated around the base of
the sign to soften the vertical structure (Figure 11).
