3. FINAL-160721-BA4090-Town Planning Report
Attached to the e-mail MCU16/0084 & OPW16/0157 Development Application IDAS Forms, Planning report & Plans email 1 of 3.
4. ADVICE & INFORMATION
Planning Officer Name Denis Wallace
The proposal is considered to constitute the following uses under The Noosa Plan:
• Retail Business – Type 5 Vehicle Uses (Service Station)
• Retail Business – Type 2 Shop & Salon (Shop)
• Entertainment &Business – Type 1 Food & Beverages (Restaurant/Café/Fast Food)
The service station use is identified as a consistent use within Noosaville’s Industry zone.
The shop and food outlet uses are identified as inconsistent uses within the zone and subject
to an impact assessable development application.
The application should demonstrate sufficient grounds exist to overcome the conflicts with the
planning scheme, in accordance with S326 of the Sustainable Planning Act.
Reference could be made to the inconsistent use components of recent similar development
applications MCU15/0095 and MCU14/0102 to assist with consideration of grounds for this
proposal.
The existing fast food/tradies café on the site is noted. This would provide significant grounds
for re-instatement of the use with the new development.
The submitted sketch plan has been reviewed and the following planning comments are
provided:
• The site should achieve the minimum landscaping requirements under the Landscaping
Code, in particular to the Eumundi Road frontage.
• The layout involves a significant relaxation to the Project Avenue frontage at the rear.
Justification and design treatment to this area will be important assessment issue.
• The site falls away steeply to Project Avenue at the rear and may provide opportunity for
location of loading/refuse areas at a lower level via that frontage.
• Carparking rates listed in the Driveways & Parking Code are 1 per 20m2 of use area for
the retail shop and 1 per 10m2 of use area for the food business. The proposal appears to
provide sufficient spaces to meet likely demand.
• Signage should comply with The Noosa Plan’s provisions for advertising devices.
Specialist reports should be submitted to address traffic/manoeuvring and stormwater as a
minimum.
Due to the planning scheme conflict involved with the proposed uses, a report on the
development application would be made to a full Council meeting for its decision.
Further detailed plans can be submitted for additional feedback prior to lodgement.
Please feel free to contact me on ph. 53296239 to discuss any aspect of this advice.
This document is a record of prelodgement discussions and will not be made available for public viewing. Prelodgement
