Linke and Linke Surveys SLR Ref No: 620.31071-R01-v3.0-FEMP.docx Flood Emergency Management Plan February 2024 111 Lake Weyba Drive, Noosaville 6 FLOOD EMERGENCY MANAGEMENT 6.1 Management Approach As the site will be Community title, it will be a requirement that the body corporate administer the FEMP. This will involve the following tasks: • appoint a Flood Warden for the site; and • ensure a copy of the FEMP is distributed to all new residents. As identified above, the site will remain safe for residents and visitors for all storm events up to and including the PMF. However, the primary strategy for flood emergency management is to evacuate in accordance with the emergency action plan. It is noted that the lots are designed to ensure that all habitable floor levels are above the PMF. The likelihood of damage to property during a flood is therefore low. However, the likely duration of inundation is such that the preferred emergency action is to evacuate. Residents are unlikely to be prepared to shelter in place for the length of time required. As part of FEMP training, all residents should be reminded of the likely duration of inundation and the likelihood of power failure and lack of access to potable water during this time to ensure that it is understood that evacuation is the preferred emergency management method. 6.2 Roles and Responsibilities This report recommends that the body corporate assumes responsibility for the monitoring of flood events and maintains an accurate register of all residents to enable flood warning notifications to be issued to all potentially affected occupants. The Body Corporate shall appoint a Flood Warden (with a backup) who will be responsible for directing the FEMP when activated. This position must be held by a resident, to ensure effective direction during events. All residents should be aware that the preferred method of risk management is to evacuate in accordance with the emergency action plan. The body corporate shall be responsible for the implementation of this FEMP and shall direct the flood warden to carry out tasks in relation to flood management as required. It shall be the responsibility of the body corporate to specify any requirements for flood management drills, training or communication with residents, including advising residents of potential evacuation centre locations should they be required. Flood wardens shall be expected to undergo regular training sessions in order to ensure that this FEMP is properly understood and implemented in the occurrence of a significant flood event. Beyond internal training programs for flood wardens, no formal exterior certification program for flood wardens is required. It shall be the responsibility of the body corporate to ensure all residents are made aware of the potential flood risks associated with the proposed development, and any responsibilities that occupants have in relation to Flood Management. The body corporate shall provide copies of this FEMP to occupants as required. The body corporate is responsible for ensuring the flood height gauge is maintained and active at all times. It is envisaged that this would occur via a contract for active monitoring through a third party provider. Page 20 45
