6 Bushfire mitigation plan
This chapter identifies mitigation measures that must be implemented as part of the proposed
development.
It is the total of the mitigation measures in this chapter that will reduce the risk of bushfire hazard to
a tolerable level. Failure to implement all actions in their entirety could result in an increased level of
exposure to bushfire hazards.
6.1 Prospective purchaser notifications
Prospective purchasers must be notified about the effects of this BMP on the proposed lots at the
point of sale.
6.2 Bushfire protection zone
A BPZ must be established within proposed lots 3, 4, 7 and 8 as shown in Figure 6.1. It must be:
• surveyed and pegged by a registered surveyor;
• identified in survey plans and disclosure plans; and
•
V2
established as a covenant on the affected lots.
National Construction Code (ABCB 2022) (NCC) class 1 habitable buildings, ie dwellings, and class 10a
non-habitable buildings and structures, ie sheds, carports and private garages, are not permitted
within a BPZ.
Swimming pools, fencing, retaining walls, lawn locker style garden sheds and water tanks are
permitted within a BPZ. However, they must be constructed with non-combustible materials.
ft
Caravans, boats, trailers, equipment and material must not be stored within a BPZ.
Trees must be removed from the BPZs if they have canopy branches that will overhang the building
ra
pads within proposed lots 3, 4, 7 and 8.
The BPZ must be regularly maintained by mowing grass to a nominal height of 100 millimetres and
removing vegetation debris, ie dead plants, leaves, bark and branches, at regular time intervals during
D
a calendar year.
Restoration planting to achieve a conservation or environmental outcome is not permitted within a
BPZ.
A property record notation must be created for proposed lots 3, 4, 7 and 8 advising that an approved
BMP and BPZ encumbers the lots. Suggested wording for the property record notation is as follows:
A bushfire management plan and bushfire protection zone is associated with the lot to provide
protection from risks associated with bushfire hazards through mitigation and maintenance
measures. A copy is available from Noosa Council. Landowners or purchasers are strongly
advised to seek further details by contacting Noosa Council’s development assessment branch.
6.3 Landscaping
Landscaping within the building pads of proposed lots 1 to 8 must be designed and maintained in
accordance with Part 5 of Bushfire Resilient Building Guidance for Queensland Homes (QRA 2020)
(Bushfire resilient building). Plant selection used in landscaping must favour species which have
characteristics that reduce their likelihood of ignition. A useful list of plant species is provided in
Appendix E of Bushfire resilient building.
