6.4 Fire-fighter water supply
The proposed lots must be connected to mains water. The connection must be in accordance with the
local water retailer’s specifications for supply and pressure – nominally 10 litres/second at 200
kilopascals.
Advice must be obtained from a hydraulic engineer about the requirement to install hydrants in the
private cul-de-sac extension to Sail Street. If required the hydrants must be installed in accordance
with Fire Hydrant and Vehicle Access Guidelines for Residential, Commercial and Industrial Lots (QFES
2019b) (Fire hydrant and vehicle access guidelines) which defers to the local water retailer’s
specifications and the Australian Standard (AS 2419.1-2021) Fire hydrant installation, system design,
installation and commissioning.
Where there are differences between the local water retailer’s specifications and AS 2419.1-2021, the
higher level of standard should prevail.
6.5 Access and egress
The private cul-de-sac extension to Sail Street must be designed and constructed to accommodate the
efficient manoeuvring of an urban fire truck in accordance with Fire hydrant and vehicle access
guidelines which defers to the Road Planning and Design Manual – 2nd Edition (DTMR 2013) for load
V2
bearing capacity, geometry and turning radii.
Access and egress for the proposed lots is shown in Figure 6.1.
6.6 Fire trail
The proposed fire trail within proposed lot 8, which is shown in Figure 6.1, must be designed and
constructed in accordance with the following guidelines:
ft
• formed vehicle surface width of 4 m (the access gate from the private cul-de-sac extension of Sail
Street must also provide the clearance);
ra
• all weather formed vehicle surface of gravel, concrete or bitumen which has a load bearing
capacity of 6.5 tonnes and is suitable for rural fire trucks;
• located inside a 6 m wide vegetation clearing with minimum vertical clearance of 4 m (measured
D
to overhanging tree branches;
• include a reversing bay turnaround area near the northern end which is 6 m wide by 8 m deep.
Minor variations to the width of the vegetation clearing is permissible where required over a short
distance to avoid site constraints and where the vehicle surface achieves a minimum width of 4 m.
The fire trail must be maintained in a trafficable condition and in accordance with the above listed
guidelines in perpetuity.
6.7 Existing track
The existing track located in the western part of proposed lot 8 must be maintained clear of vegetation
and in a trafficable condition.
If boundary fencing is to be established around this part of proposed lot 8 then emergency access gates
to the existing track must be installed in the boundary fencing. Keys to any locks must be provided to
the QPWS and local rural fire service.
