MAX WATTERSON+ASSOCIATES CONSULTING SURVEYORS & PLANNERS 28" February 2021 Ref: 20/5255 Your Ref: RAL20/0025 The Chief Executive Officer Noosa Shire Council PO Box 141 TEWANTIN QLD 4565 Attention: Lisa Pienaar Dear Madam, Re: Development Application for Reconfiguration of a Lot — 1 Lot into 2 Lots Lot 174 on RP884826 19 Key Court, Noosaville Applicant: Gershon Dorfman | refer to the above-mentioned matter and your letter of Information Request dated 4th November 2020 and | respectfully supply the following information: Issue 1 Access The existing driveway is proposed to be utilized by proposed Lot 2. It is proposed that a driveway is constructed to Lot 1 between the poinciana trees on the footpath. The trunks of the trees are 7.2 metres apart, which provides a sufficient space for the construction of a functional and safe crossover. An amended Plan of Proposed Reconfiguration of the property is contained within Appendix A, included the location of the crossovers. Issue 2 Stormwater Drainage A box culvert (0.6m x 0.3m) is located along the north-eastern boundary of the property which provides drainage from Key Court to the Canal at the rear of the property. It is proposed that an overland flow path is excavated above the box culvert. The overland flow path is created by an excavation to a maximum of 0.25 metres; which includes the removal of 12m of soil. The soil removed with the overland flow path will be utilized within the driveway of Lot 2 to raise it to the minimum floor level; therefore, there is a nett Om? removal of the floodway volume of the property. The combination of the existing box culvert and the overland flow path cater fora 1% AEP. A Stormwater Management Plan of the proposed Reconfiguration prepared by Callaghan & Toth is contained in Appendix B; which concludes that the box culvert and the overland flow path with cater for the 1% AEP and that the box culvert and overland flow path can be contained within a 3 metres wide Easement for Drainage. The Plan of Proposed Reconfiguration contained in Appendix A also shows the extent of the Easement for Drainage. PRINCIPAL 12 Maple Street (PO Box 639) Cooroy Q 4563 ABN 59 847 644 252 Max L. Issue 3 Flood Hazard A Flood Information Certificate is attached within Appendix C. The Certificate provides the Defined Flood Level of the property at 2.4m AHD. It is also noted that no flood event has been recorded at the property. The Plan of Proposed Reconfiguration of the property shows general site levels which generally range between from 2.4m AHD to 2.1m AHD from the street frontage to the canal at the rear of the property. Therefore, in a flood event the overland flow path of stormwater will be from the from the property to the rear of the property. In the event of a storm event at the Defined Flood Level the impact is minimal with respect to the depth of the flood level; with a range of 0m at the street frontage to 0.3 at the rear of the property. The house that sat upon the existing Lot 174 traversed the property from 2 off the south- eastern boundary and 2.3 metres off the north-eastern boundary; that is the house stood across the overland flow path of the property for a distance of 35.9 metres. The proposed Reconfiguration intends to create 2 Lots with the ultimate construction of a dwelling on each allotment. The remains of the existing house and the proposed house will stand about 2 metres from each side boundary except for the house on Lot 2 will be 3 metres from the north-eastern boundary; which will create a total of 31.2 metres of house on the properties located across the overland flow path. That is an improvement 3.7 metres of width to the overland flow path from the street to the canal. The property was originally developed in 1977 as 2 Lots as a part of the original Noosa Sound development. In 1995 the Lots were amalgamated into 1 Lot to permit the construction of an 8-bedroom dwelling across the common boundary. The Lots were originally created above the 1%AEP flood level current at the time of development. With respect to the Acceptable Outcomes AO7.1 — AO7.3 of the Reconfiguring a Lot Code of the Noosa Planning Scheme it is noted that whist it is not possible to achieve flood immunity of the Lots above 1% AEP flood level without filling; it is possible to create building envelopes on the allotments that accommodate the proposed use. That is, the houses stand at above the Defined Flood Level and are located within a building envelope, with the area outside of the building envelope contained within an Easement for Overland Flow. With respect to the Overall Outcomes of the Flood Hazard Code of the Noosa Planning Scheme: e The development of 2 separate dwellings is a reduction of development within the mapped Overlay. The development permits the conveyance of floodwater from the street to the canal. The development does not increase the number of persons within the hazard area. The existing natural processes and landforms are maintained by the development. Issue 4 House Site Area The aforesaid amended Plan of Proposed Reconfiguration contained in Appendix A shows the proposed Lots and general site levels; together with an Easement for Drainage, Easements for Overland Flow Path, proposed driveway to Lot 1 and Building Envelopes. The Building Envelopes are constrained by a 6m setback from the street frontage, 1.5m from the rear boundary and the land outside of the Easements.

a Callaghan & Toth | 1. INTRODUCTION This Management Plan has been prepared to analyse the existing stormwater drainage issues in Key Court and then to determine if an overload flow path with associated easement can be created over the existing stormwater outlet which crosses No.19 Key Court. This investigation and design was requested as part of Noosa Council's Information Request dated 4 November 2020 Item 2. 2. FLOODING MANAGEMENT PLAN 2.1 Proposed On-Site Stormwater Easement An existing 0.6m wide x 0.3m high box culvert extends from Key Court to the canal approximately 1.1m inside 19 Key Court adjacent the eastern boundary. Council's Information request dated 4° November 2020 Item 2 requires that an easement location be to be identified for the 1% AEP flows from the relevant catchment. We have indicted the location of a 3m wide easement on Plan 2103-03 which also shows the proposed house footprint in relation to the easement. This easement is designed to take the difference in flows between the 1% AEP pipe flow and the total 1% AEP for a local storm burst. 2.2 Existing Conditions The house has been removed from the Lot 2 No. 19 site and a survey has been carried out. The sag point is the road is in the driveway to No.17 Key Court 6m east of the proposed easement location. The road boundary is currently fenced with a continuous block wall across the proposed easement. The proposed easement slopes towards the canal. The natural surface has been disturbed by demolition. The existing pipe under the proposed easement is 1.65 m to invert at front boundary and 0.67m to invert at canal wall. 2.2.1 Pipe Network The existing pipe network starts with sag gullies at the intersection of Key Court and Noosa Parade and extends through No.19 Key Court to the canal. The network picks up all surface water from Key Court and adjacent residencies. 2103 19 Key Ct SWMP February 2021
Page 12
ill Callaghan & Toth 2.2.2 Overland Flow Network The existing 1% AEP overland extents has been determined by survey and site inspection (the boundaries are shown on Plan 2103-02). There are currently no formal overland flow paths from Key Court to the canal. There are two sag points in Key Court, one in front of No. 17 and one in front of No.18. It is assumed that 1% AEP in excess of pipe flows would currently flow through properties adjacent sags into the canal. 2.2.3 Reference Flood Records The defined flood level on council flood certificate is RL 2.4 for 1% AEP 2100 with a minimum floor level of RL 2.7. This flood level has been used to calculate areas when compensating filling has been applied to the soil proposed to be used from the overland flow easement excavation. This level was not used for the overland flow path as it is above natural ground levels at the road frontage and so the whole area will be ponded water when this event occurs. We have instead designed the overland flow path to work with a local 1% AEP flow up until RL1.55 at the property canal boundary and so a river flood up to the canal boundary level considered the maximum height to which the overland flow path can be expected to function. 2.3 Proposed Improvements The proposed improvements consist of shaping a trapezoidal swale 1% AEP overland flow path along the proposed easement. 2.3.1 Proposed Overland Flow Path Proposed overland flow path will be created by lowering the natural ground along the proposed easement by a maximum of 250mm at the front boundary which will taper to Om just past the new house location- refer to Plans 2103-03 & 04. This overland flow path is required to be 250mm deep at the road frontage so as to take 1% AEP flows before the flood waters flow through adjoining properties. The overland flow path dimensions proposed is calculated to take the excess flow above which the 300° pipe and the 300mmx600mm box culvert are able to take in a 1% AEP (Refer to Appendix A). 2.3.2 Compensation Allotment Filling The volume of earth required for removal for the overland flow path of 12 cubic meters will be added to the front yard between the new building and the front boundary which will not have any impact on the flood levels as required in Information Request Item 3. 2103 19 Key Ct SWMP February 2021
Page 13
_w Callaghan & Toth 3 CONCLUSIONS & RECOMMENDATIONS We conclude that a 3m wide drainage easement over the existing stormwater pipe is feasible for the site. This drainage easement can be shaped to form an overland flow path suitable for conveying the balance of flow from 1% AEP up to when the river flood takes over the inundation of the land. We recommend that Council adopt the proposal to provide a 1% AEP overland flow path and easement as shown on our plans 2103-01 to 04. 2103 19 Key Ct SWMP February 2021

Nogsa Council documents ae ege, NOOSA COUNCIL fimmaiREADY are you? www.floodready.gov.au CLIMATE CHANGE The advice provided in this certificate is based upon information relating to historically recorded flood events and future climate condition. The defined flood event incorporates an allowance for climate change for the 1% AEP at year 2100. Climate change projections include increased rainfall intensity, higher mean sea level and more extreme weather conditions (e.g. storm surge and tropical cyclones). NOTES FOR FLOOD INFORMATION 1. The absence of Highest Historical Flood Level information does not imply that the above property is not subject to flooding, simply that Council has no record of this property flooding. Applicants are encouraged to make their own local enquiries. 2. In accordance the self-assessable (detached) house code, the MINIMUM FLOOR LEVEL is calculated as whichever is greater of either: (a) | 300mm freeboard added to the Defined Flood Level for the site; or (b) 500 mm freeboard added to the Highest Historical Flood Level appropriate to the site; or (c) If the property is intended for use as a Hospital, Aged Residential Care Facility or Emergency Services Facility then the Council should be contacted to determine this level. 3. Council advises that if stormwater drainage pipelines/easements exist on the property then no earthworks or building are permitted in the easement. 4. All buildings shall conform to the relevant Planning Scheme Code in The Noosa Plan. 5. Please be aware of the natural topography in your area. Water runoff which exceeds the capacity of the underground drainage system (if present) and which concentrates in surface depressions and gullies as it flows down a catchment can cause localised flooding and is not identified in this certificate. 6. Filling must not cause actionable nuisance in accordance with Queensland Urban Drainage Manual. 7. Council advises that if there are openings to basements these openings require a minimum level at least equal to the minimum floor level. 8. Please be aware that the reported flood information may vary in the future as new data becomes available. 9. Flood Hazard Maps within Council's planning scheme are indicative only and should not be relied upon as a guide to potential flooding. www.noosa.qid.gov.au [email protected] T 07 5329 6500 PO Box 141 Tewantin Qld 4565 ABN 97 969 214 121 Flood Information Certificate (FSCV3-0809) Page 2 of 3 Document Set ID: 21287146 Version: 2, Version Date: 06/11/2020 Print Date: 6 November 2020, 4:02 PM

Noosa Council documents alte! eg, NOOSA COUNCIL finaaiREADY are you? www.floodready.gov.au DISCLAIMERS Flood information provided by Council should only be used as a guide to the extent of flooding on the property. This information may be inaccurate or incomplete and it is recommended that purchasers make their own local enquiries with regard to the flooding and drainage history of the site. NO LIABILITY IS ACCEPTED FOR THIS INFORMATION. The property information supplied does not represent the highest probable flood level that could occur on this property. A flood more severe than the level described above may occur, although such events would be extraordinary. The absence of flood information does not imply that the above property is not subject to flooding, simply that Council has no flood information for this property flooding. If there is a history of flooding or drainage issues, we recommend you seek professional advice on this matter. COUNCIL ACCEPTS NO RESPONSIBILITY FOR THE ACCURACY OF THIS INFORMATION GLOSSARY OF TERMS Term Definition The Australian Height Datum (AHD) is the reference level for defining reduced levels AHD adopted by the National Mapping Council of Australia. The level of 0.0 m AHD is approximately mean sea level. Defined Flood Level A water level derived through mathematical modelling of the Defined Flood Event. Terminology consistent with State Planning Policy (SPP, 2003) which states “Defined Flood Defined Flood Event Event is the flood event adopted by a local government for the management of development in a particular locality”. The Annual Exceedance Probability is the likelihood of occurrence of a flood or storm tide inundation event of a given size or larger in any one year, usually expressed as a percentage. For example, if an event has an AEP of 1%, it means that there is a 1% risk 1% AEP (i.e. probability of 0.01 or a likelihood of 1 in 100) of this event occurring in any one year. A 1% AEP event should not be interpreted as only occurring once in 100 years. This flood event is also commonly called the 100 year ARI (Average Recurrence Interval) or Q100. Is a reference to the document summarising the results of the anticipated flooding relevant to this location. Source of Information Highest Historical Flood Level Location Description of Recorded Historical Event The highest flood water level from all historic events for which Council has records. A description of the site where the Highest Historical Flood Level was recorded. Date of Historical Event The date on which the Highest Historical Flood Level occurred. The minimum floor level calculated in accordance with the Town Plan through the addition Minimum Floor Level of the relevant freeboard to the Defined Flood Level and the Highest Historical Flood Level. Council requires that the higher of these two levels be used as the minimum floor level. A factor of safety usually expressed as a height above the adopted Defined Flood Level. A Freeboard freeboard tends to compensate for factors such as wave action and historical and modelling uncertainties. In a residential situation: a living or working area, such as a lounge room, dining room, rumpus room, kitchen, bedroom or workroom. Where a ‘regulation line’ has been set by Council to define the limit to which development may encroach onto a floodplain, development is undertaken outside such ‘regulation line’. Rainfall Intensity The amount of rainfall occurring in a unit of time, usually expressed in millimetres/hour. A tidal datum; the arithmetic mean of hourly heights of the sea at the tidal station observed over a period of time (preferably 19 years). Source: BOM This is approximately 0.0 m AHD Habitable Room/Area Flood Regulation Line Mean Sea Level The elevation of water generated by a tropical cyclone above or below the normal astronomical tide. A tropical cyclone is a low-pressure system which develops in the tropics and is sufficiently Tropical Cyclones intense to produce sustained winds of at least 63 km/h or greater and gusts in excess of 90 km/h near the centre.
