Issue 3 Flood Hazard A Flood Information Certificate is attached within Appendix C. The Certificate provides the Defined Flood Level of the property at 2.4m AHD. It is also noted that no flood event has been recorded at the property. The Plan of Proposed Reconfiguration of the property shows general site levels which generally range between from 2.4m AHD to 2.1m AHD from the street frontage to the canal at the rear of the property. Therefore, in a flood event the overland flow path of stormwater will be from the from the property to the rear of the property. In the event of a storm event at the Defined Flood Level the impact is minimal with respect to the depth of the flood level; with a range of 0m at the street frontage to 0.3 at the rear of the property. The house that sat upon the existing Lot 174 traversed the property from 2 off the south- eastern boundary and 2.3 metres off the north-eastern boundary; that is the house stood across the overland flow path of the property for a distance of 35.9 metres. The proposed Reconfiguration intends to create 2 Lots with the ultimate construction of a dwelling on each allotment. The remains of the existing house and the proposed house will stand about 2 metres from each side boundary except for the house on Lot 2 will be 3 metres from the north-eastern boundary; which will create a total of 31.2 metres of house on the properties located across the overland flow path. That is an improvement 3.7 metres of width to the overland flow path from the street to the canal. The property was originally developed in 1977 as 2 Lots as a part of the original Noosa Sound development. In 1995 the Lots were amalgamated into 1 Lot to permit the construction of an 8-bedroom dwelling across the common boundary. The Lots were originally created above the 1%AEP flood level current at the time of development. With respect to the Acceptable Outcomes AO7.1 — AO7.3 of the Reconfiguring a Lot Code of the Noosa Planning Scheme it is noted that whist it is not possible to achieve flood immunity of the Lots above 1% AEP flood level without filling; it is possible to create building envelopes on the allotments that accommodate the proposed use. That is, the houses stand at above the Defined Flood Level and are located within a building envelope, with the area outside of the building envelope contained within an Easement for Overland Flow. With respect to the Overall Outcomes of the Flood Hazard Code of the Noosa Planning Scheme: e The development of 2 separate dwellings is a reduction of development within the mapped Overlay. The development permits the conveyance of floodwater from the street to the canal. The development does not increase the number of persons within the hazard area. The existing natural processes and landforms are maintained by the development. Issue 4 House Site Area The aforesaid amended Plan of Proposed Reconfiguration contained in Appendix A shows the proposed Lots and general site levels; together with an Easement for Drainage, Easements for Overland Flow Path, proposed driveway to Lot 1 and Building Envelopes. The Building Envelopes are constrained by a 6m setback from the street frontage, 1.5m from the rear boundary and the land outside of the Easements.
