PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 JANUARY 2014
The applicant proposes access easements over 43 car spaces toward the southwest of the
site to allow access to Noosa Fair and future Lot 2 customers and employees (see
easements B & C on Attachment 3). The parking in this area could reasonably be
dedicated as road reserve, thereby securing public access but still allowing for the
associated development.
Substantial bicycle and moped/motorbike parking can be included in the development to
encourage alternate transport modes. Council’s Transport Infrastructure unit has also
indicated shared zones that extend into pedestrian areas (without the need to mount a
kerb), provide additional opportunities for increased formal or informal moped parking and
this could encouraged.
Traffic & Transport
In strategic terms, the proposed new road is not essential to the overall performance of the
Noosa Junction precinct, as completion of the arterial road network (Eenie Creek Road Stage 3,
etc.) has reduced traffic volumes and current levels of service are acceptable at the various
intersections servicing Lanyana Way / Sunshine Beach Road and Noosa Drive. A road in this
location has not been sought by Council’s Transport area or identified on any of the previous
Transport Forward Plans as an essential connection. While the road is identified in the Noosa
Junction Placemaking Masterplan, this was generally serving different strategic needs to those of
pure network efficiency outcomes.
However, the proposed new road will improve permeability into the site and assist with dispersing
traffic generated by the development. If the planned road and supporting active transport
networks are delivered to an appropriate standard, the new road will have a positive effect on
assisting cycle and pedestrian traffic through the Junction precinct into key attractors.
The risk that must be managed is the new road must not become a convenient ‘rat run’ and the
provision of a ‘naked street’/slow speed environment that provides greater amenity to walking
and cycling movement is crucial to the overall performance of our current road network.
