PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 JANUARY 2014
“Trunk” infrastructure is specified in the Priority Infrastructure Plan (PIP) for the following
networks:
Water Supply (Unitywater network);
Sewerage (Unitywater network);
Transport including:
o Roads;
o Pathways; and
o Public Transport (only physical infrastructure such as shelters and not the daily costs
of running bus services);
Stormwater; and
Public Parks and Land for Community Facilities which includes:
o land and embellishments for Public Recreation and Sports Parks; and
o land only for Community Facilities (excluding the facility itself).
The Adopted Infrastructure Charges regime is currently undergoing further review by the State
Government, where on the 1 July 2013, the discussion paper “Infrastructure planning and
charging framework review” was released for public consultation. It is a continuation of the
process set by the previous State Government which implemented the interim Adopted
Infrastructure Charges regime on 1 July 2011 with the intention for a new Infrastructure Planning
and Charges regime to commence on 1 July 2014. This is likely to have further implications to
local government in the way planning for infrastructure is undertaken and the level of
infrastructure charges applied. A further report will be presented to Council once the State has
released further information and the details are known.
PREVIOUS COUNCIL CONSIDERATION
The items presented in this report relate to considerations and decisions previously made by the
Sunshine Coast Council and are now presented for Noosa Council’s consideration and direction.
REPORT
The items presented for Council’s consideration, relate to resolutions adopted by the Sunshine
Coast Council that have translated and continue to apply to Noosa Council until amended by
Council.
1. Adopted Infrastructure Charges Resolution
On 1 July 2011, the Adopted Infrastructure Charges Regime commenced under Division
5A, Sections 648A to 648L of the “Sustainable Planning Act 2009” (SPA) and together with
the “State Planning Regulatory Provision (adopted charges)” (SPRP), replaced all former
infrastructure contributions and charges regimes applying to new development approvals
issued from that date.
Development approvals that were issued prior to 1 July 2011 continue with the
infrastructure contributions and charges regime that was lawfully imposed at that time.
The current “Sunshine Coast Regional Council Adopted Infrastructure Charges Resolution
(No.4) 2011” dated 22 August 2013 stipulates the charges applying to various use classes
and defined uses for development occurring under the three planning schemes, Caloundra
City Plan 2004, Maroochy Plan 2000 and The Noosa Plan. The resolution applies in
conjunction with the Priority Infrastructure Plan (PIP) applicable to each planning scheme
that was also adopted on 22 August 2013 by the Sunshine Coast Council.
