2. Fire and Evacuation Plan. This document has been prepared in association with the Qld Fire and
Emergency Service (renewed August 2012).
Both documents provide a process by way of a checklist if and when a natural hazard or disaster events occurs
that may threaten the Carramar Care Facility. I the advent of a bushfire event the specified actions include: -
Identifying the natural disaster threat and confirming the threat with local Emergency service personnel
such as Police, QFES or State Emergency Service local coordinator.
Switch of air-conditioning units to units and depending on the resident, keep them in their unit and
monitor their state of wellbeing or move then to a central location where they can be cared for and
monitored by staff which includes a Registered Nurse.
If staff become aware of an impending threat to the facility and within time to relocate residents to
another facility for a short term, then staff and residents will be relocated. The Police will be notified if
this is an action which the facility will initiate.
Conclusion
Based on the above findings and discussions it is our opinion that: -
1. The bushfire hazard mapping of the Tewantin National Park can effectively be mapped as an area of
medium bushfire hazard based on the particular vegetation assemblage within the area adjacent to the
subject site.
2. A 100-metre-wide Potential impact buffer still extends over more than half of the subject site.
3. Although the waterway corridor and the retained vegetation on the site are considered an area of Low
bushfire hazard in accordance with the Patch and Corridor mapping methodology as per section 2.2.1,
Leonard et al (2014),4 given the age and vulnerability of the residents using the proposed development
the bushfire hazard planning for this vegetation will need to consider these aspects.
4. Appropriate bushfire mitigation infrastructure such as a managed setback area can be integrated into
the development to provide effective bushfire protection and mitigation for the development, despite to
determination that the adjacent area is considered to be an area of Low bushfire hazard using the
latest bushfire hazard mapping methodology
5. The Carramar Care Facility has two Emergency Response documents that are relevant to the facility
and which will inform the emergency response should a bushfire event potentially or actually threaten
the facility. Our review of these documents indicate that they are acceptable for providing a response
to a bushfire event within the local area.
