EXECUTIVE SUMMARY
An opportunity exists to submit an application under the Building Better Regions Fund (BBRF)
Round 6 for the Noosa District Sports Complex Internal Road and Pathway Upgrade which is an
integral first step in the delivery of the NDSC Master Plan. The grant provides for 50% of the project
costs. There is currently $900,000 allocated in Council’s 2022/2023 capital works program and
was intended to either fund a portion of the overall project or to be used as the seed funding for
future grant bid. The total project costs have escalated since the initial scope was planned and are
now estimated at $3 million, therefore it is requested that a further $600,000 of Council funding
(total Council funding allocation of $1,500,000) is added to the 2023/2024 capital works program
to meet the grant co-contribution requirements an enable the delivery of this project.
It is important to note that there is no guarantee that the grant application will be successful and
this request for further funding is subject to the grant being awarded to Noosa Council. The
deadline for expenditure for Stage 6 of the BBRF funding is December 2024 therefore the
additional $600,000 could be scheduled to be expended in the 2023/2024 budget.
RECOMMENDATION
That Council note the report by the Community Development Officer (Sport and Recreation) to
the Services & Organisation Committee Meeting dated 8 February 2022) and:

million project to construct the Noosa District Sports Complex Internal Road and Pathway
upgrade with 50% ($1,500,000) to be funded through Council’s budget and the remaining
50% funded through the BBRF grant, pending a successful outcome.
B. Supplement the 2023/2024 budget with an additional $600,000 Council general revenue
funding to increase the budget allocation of Council funds to $1,500,000 in total, subject to
any reallocation between financial years should the grant be successful and there be capacity
to deliver the project early.
REPORT
The purpose of this report is to seek approval to apply for a Building Better Regions Fund Round
6 grant to enable the completion of the Noosa District Sports Complex Internal Road and
Pathway Upgrade and if successful include an allocation of 50% of project costs.
1. Background
Stakeholder engagement during the Noosa District Sports Complex Master planning process
articulated a strong concern by all clubs at the site for pedestrian (particularly children’s)
safety in particular on the central access road where vehicle and pedestrian interaction is
unavoidable. Informal car parking and a dead end at the northern end of the central access
road exacerbate the issue. Previous site master planning in 2009 had identified deficiencies
