5. CONCLUSION & REASONS FOR DECISION
The application proposes to develop 17 dwelling units on land situated at the corner of Kauri and
Olivine Streets in Cooroy. The land is zoned Attached Housing and is situated within close
proximity of the eastern side of the Cooroy township. The provision of 13 x 2 bedroom dwelling
units within the total number of units is consistent with the dwelling type for which a need has been
identified in Council’s Housing Needs Assessment (Briggs and Mortar March 2017).
The development generally complies with the relevant provisions of the Noosa Plan subject to
some minor design amendments to ensure the development better complements the traditional
streetscape and building forms of Cooroy.
The proposed development layout would also result in the removal of 3 mature native trees within
the Olivine Street road reserve which make a significant contribution to the character and amenity
of the area. Due to the impact of the proposed development on the vegetation within the road
reserve and the likelihood for a modified layout, it is recommended that a Preliminary Approval be
issued.
