A Preliminary Approval would require the applicant to submit a further development application
which demonstrates compliance with the conditions of the Preliminary Approval. Alternatively, the
applicant may lodge representations to the Preliminary Approval seeking that a Development
Permit be issued during the negotiated decision period.
