PLANNING & ENVIRONMENT COMMITTEE MEETING REPORT 9 DECEMBER 2025
ATTACHMENT 2 – 132005.638.04 – PLANNING OFFICER’S REPORT
REPORT
1. PROPOSAL
The application seeks an Other change to an existing approval for Material Change of Use –
Special Purpose (Waste Disposal & Recycling Facility) & Ongoing Clearing Purposes to enable
upgrades generally within the current operational footprint, with minor extensions to the northwest
and northeast. The site is zoned Community Facilities (Utility Installation), and the proposal
remains consistent with this zoning.
Key components of the proposed development include:
• Relocation of the “Revia Shop” and the associated outdoor storage area northwards near the
Cleanaway depot, which is also proposed to expand.
• Construction of a modernised Waste Transfer Station with associated processing shed and
offices, replacing the existing transfer station and Revia shop area.
• Installation of two new weighbridges—one for public use and one for commercial operators—
replacing the existing weighbridge at the site entrance.
• Internal access improvements to enhance traffic flow and prevent off-site congestion on
Eumundi-Noosa Road, while increasing recycling capacity.
An Infrastructure and demolition plan has been submitted referenced GC 147 MPAC 4 Rev 0,
prepared by Flexure Pty Ltd and 14 February 2025 (refer to Figure 2).
The existing Recycle (Reviva) Shop, weigh bridge, RVM station and a building associated with the
Cleanaway depot are proposed to be removed.
These changes are proposed to meet growing demand, improve waste and recycling management,
and enhance operational efficiency.
Vegetation impacts of the proposal involve clearing areas (totalling 2,600m2) of Category X
vegetation east and west of the existing Cleanaway depot, while maintaining a substantial buffer
to Eumundi-Noosa Road. This part of the site is also mapped as a Koala Priority Area, with Core
Koala Habitat Areas identified close to the existing buildings. An environmental offset is proposed
to reinstate koala habitat and rehabilitate buffer areas for ecological and visual amenity.
