INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 9 DECEMBER 2014
ADDITIONAL SERVICE CAPACITY
Where premises produce waste in excess of the capacity that can be stored in the bins
provided under the minimum service capacity on a regular basis, additional services are
required.
The Council will require the owner to provide additional bins or increase the service
collection frequency to remove the waste that is regularly generated on the premises.
INFIRM SERVICES
1. An infirm resident who can store their waste and recycling bins within 60 metres of the
front street alignment of the property will be eligible for the provision of an infirm waste
collection service, on completion of the approved application form.
2. The application form is to include certification by a medical practitioner to confirm the
infirm status of the resident.
3. An infirm service will not be provided where there is another person residing at the
premises who is capable of placing the bins near the front alignment for servicing.
EXEMPTION FROM A WASTE COLLECTION SERVICE
A property owner can apply for an exemption from a waste collection service where the
following criteria apply.
1. The property is located on an easement or roadway which is not accessible by the
contractor’s vehicle, or
2. A rural property residence is a considerable distance from the front road alignment.
There is no location on the property near the front alignment to store the bins between
service days, due to the topography of the land, or
3. There is no location adjacent to the road alignment for storing the bins on collection
day that will ensure the safe collection of the bins, without causing a traffic hazard. (ie
Sharp bends, crests, one lane road).
Note: - In relation to items 1, 2 and 3 above, a cluster bin service near the applicant’s
residence will be assessed by council as an alternative. Exemption will only be
allowed if a cluster bin service is considered to be impractical.
4. The resident is infirm - elderly, unwell or physically unable to place the bins on the kerb
for service or provide the bins within 60 metres of the front alignment of the property,
to receive an infirm service. There is no other person residing at the premise that can
assist with placing the bin out for servicing.
5. The premises are being demolished or will be vacant for a full year and will not be
intermittently occupied, or offered for sale or rent.
Applications for service exemption will be assessed by an authorised officer of Council’s
Waste Management Section.
