4. LOCAL PLANNING MATTERS

4.1 LEVEL OF ASSESSMENT & STRATEGIC FRAMEWORK
The proposed development includes a material change of use requiring code assessment
against the Noosa Plan 2020.

The following codes are applicable:
   -   Rural Zone Code
   -   Low Density Housing Code


4.2 OVERLAYS
The subject site is burdened by the following overlays, as identified by the overlay maps of the
Noosa Planning Scheme:

   -   Biodiversity, Waterways and Wetlands Overlay
           o Biodiversity Significance
           o Riparian Buffer area
           o Waterways

       The proposed dwelling is located outside of the biodiversity overlay and therefore is not an
       assessment benchmark.

   -   Bushfire Hazard Overlay
       The Bushfire Hazard Overlay code is not an assessment benchmark for a Dwelling House Use.
       Bushfire provisions are contained within the Low Density Housing Code. The Dwelling will be
       subject to a site specific bushfire report and will be protected in accordance with AS3959.

   -   Agricultural Land Overlay
       The dwelling will be located within the Agricultural Land Conservation area. The Rural Zone Code
       is an assessment benchmark. No change to level of assessment.

   -   Landslide Hazard and Steep Land Overlay
          o Moderate hazard area
          o High hazard area
       The proposed dwelling is located outside the Landslide Hazard Overlay code and is therefore not
       an assessment benchmark.
