SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 JUNE 2019
the management of risks associated with the location of the site and how best to mitigate
these during construction.
Scope & Quality Risk:
The risk of meeting project objectives will be managed through Council staff reviews
supported by specialist consultants who developed the design and performance
specifications.
Resource Risk:
Ri-con Contractors Pty Ltd have nominated a highly capable team for this project limiting
the resourcing risks to this project. The addition of external superintendent and
architectural/engineering consultants, mitigates the resourcing risk from Council.
Council are currently resourcing additional staff to the Infrastructure Planning, Design and
Delivery section which will help ensure sufficient project management time and attention is
given to the project in the 2019/20 financial year.
Service-level/Reputational Risk:
Loss of public amenities during construction. Opting to replace the existing block with a
new building on the same location resulted in a decision to commit to providing temporary
public amenities during construction. This temporary toilet block will provide a similar level
of service to the existing and will be located adjacent to the construction site. It will be fully
accessible and maintained throughout construction until such time as the new building is
open. This has been costed for in the tender and allowed for in the schedule.
Loss of power supply to park. The current toilet block provides power to a number of
facilities in the park, including BBQs, picnic shelters, the SLSC tower and remote electrical
outlets for use during park events. It is proposed to maintain full supply to these facilities
during construction and Council will liaise with the contractor to develop a plan for how this
can best be achieved.
