SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 JUNE 2019

In 2018 the State Government advised delays in progressing the lot readjustment due to
emerging complexities with Native Title. As it proved difficult to get an accurate timeframe from
them for resolving this issue, it was decided to proceed with tendering a portion of the
construction based on removing the potentially affected area from the scope of works. This
reduced scope, designated Stage 1 Work, comprises approximately 85% of the full refurbishment
scope and is not affected by the Native Title issue. The remaining 15% portion of the scope –
designated Stage 2 Work – will be tendered separately at a later date once advice is formally
received from the State that the lot realignment process can progress once again.

3.   Tender Process
Due to the value of the work being greater than $200,000, a public tender was called for the
construction work through the VendorPanel Marketplace system in accordance with the Local
Government Act 2009. An open invitation to tender was released via VendorPanel on 2
November 2018 with advertising in both the Noosa News and Sunshine Coast Daily on 3
November 2018. The tender closed on 11 December 2018. Three (3) conforming tenders were
received.

4.   Tender Assessment
The tender evaluation panel undertook an assessment of the tender submissions from the
following respondents, which are listed in alphabetical order:

1)   Midson Construction (Qld) Pty Ltd;
2)   Ri-con Contractors Pty Ltd;
3)   Travis Drenth Constructions.

The tenders were evaluated using the following criteria:

   Capability and resourcing;
   Contract experience and capacity;
   Methodology;
   Quality;
   Health and safety;
   Environment and sustainability;
 Contribution to local economy; and
   Price.

The tender evaluation team has finalised tender evaluations using the above criteria and further
clarifications with Midson Construction (Qld) Pty Ltd, and considers that tender to be the most
advantageous to Council, and presents the best value for money.

The tender submission from Midson Construction (Qld) Pty Ltd is favourable as they have
significant previous experience with construction of similar projects (including, most recently,
refurbishment to the amenities blocks at the Noosa River Holiday Park for Council), a strong
track record, they are highly capable, and have the necessary resources to meet Council’s
program to complete these works by December 2019.

5.   Program & Next Steps
Pending Council approval, Midson Construction (Qld) Pty Ltd propose to construct the Stage 1
portion of the project, inclusive of wet weather allowances, within 22 weeks. There is a targeted
commencement of works at the beginning of July 2019 with practical completion to be achieved
at the beginning of December 2019. The programme is based on staging the construction work
so that all activities are completed prior to the summer holiday period. It should be noted that the
campground ceased operations in early May 2019 in anticipation of construction commencing,
and the forward customer bookings have been adjusted to suit the dates noted above.

                                                                                     Page 4 of 109
