SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 JUNE 2019

 reduce organic waste to landfill; and
 recover valuable resources and produce single and double ground mulch, as a recycling
     initiative.
Since implementation of the mandated service the number of services has increased from
approximately 5,000 fortnightly services, to 15,477 fortnightly services as at April 2019.
Multi-unit accommodation, resorts and commercial premises were not included in the mandated
service as surveys conducted by Council’s consultant at the time indicated that most of the
garden waste from these premises was being hauled to landfill by commercial gardeners for
segregation and mulching.
2. Waste Audit by Envirocom
Waste management staff were concerned about the volume of garden waste that was still being
landfilled. Visual observations of waste collection vehicles emptying waste at the landfill
contained significant volumes of garden waste, despite the implementation of a mandated
domestic garden waste service.
Early in 2019, staff engaged environmental consultancy firm, Envirocom, to undertake a waste
audit of resorts and multi-unit accommodation to determine the amount of garden waste in the
general waste bin that was being landfilled. The results confirmed that a substantial volume of
garden waste was being placed into the general waste bins.
3. Audit Results
Envirocom weighed the garden waste in the general waste bins from 820 bins from resorts and
756 bins from multi-unit accommodation and identified the following results:
 The contents of Resort bins averaged 16.29kg per bin. 30% of the contents by weight was
     garden waste.
 The contents of Multi Unit Developments bins averaged 14.31kg per bin. 24% of the
contents by weight was garden waste.
The following photos provide an example of the significant volume of garden waste in wheelie
bins at resorts and multi-unit developments.
