REPORT
1. Planning and Design
Planning for the replacement of the existing public toilet block at Peregian Beach Park has been
in place for a number of years. In 2012 under amalgamation, a public consultation process was
undertaken to review the existing infrastructure in the park and assess preferred outcomes for
renewing and upgrading facilities. One of the main findings was a strong desire to replace the
existing, dilapidated toilet block with a new facility that better reflected the character of the Park
and met the needs and expectations for locals and visitors alike. Following de-amalgamation a
project to replace the facility was formally initiated in the Capital Works Program.
In 2016 a design process began that looked at a number of options for replacing the facility. A
number of elements were considered, including sizing of the building, security for the public, DDA
compliance, the nature and extent of facilities offered and the type of architecture that would best
suit the Peregian Beach ‘look and feel’. In 2017 a local architectural firm was engaged to
develop more detailed concepts. An internal review process was then undertaken resulting in a
selection of the preferred concept, which was for a modern, larger facility to replace the existing
building at the same location. In order to increase the size of the facility and not adversely impact
on the existing pandanus palms, trees and park equipment, it was decided to extend the footprint
of the building into the existing commercial waste bin area adjacent to Kingfisher Drive. As a
consequence, the design concept included relocating this bin area to the north between the new
building and the surf club building.
This preferred concept was developed further in 2018 and was offered to the public for comment
via ‘Your Say Noosa’. Following this, detailed designs and cost estimates were developed which
concluded with the production of “For Tender” documentation suitable for release to the market
for pricing purposes in December 2018.
2. Tender Process
Due to the value of the works being greater than $200,000, a public tender was called for the
construction works through the VendorPanel Marketplace system in accordance with the Local
Government Act 2009. An open invitation to tender was released via VendorPanel on 14 March
2019 with advertising in both the Noosa News and Sunshine Coast Daily on 16 March 2019. The
tender closed on 9 April 2019. Six (6) conforming tenders and one (1) non-conforming tender
were received.
