SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 JUNE 2019
3. Tender Assessment
The tender evaluation panel undertook an assessment of the conforming tender submissions
from the following respondents, which are listed in alphabetical order:
1) Be! Building Group;
2) Leaf Building Group;
3) Midson Construction (Qld) Pty Ltd;
4) Ri-con Contractors Pty Ltd;
5) Sunwest Construction;
6) The IF Layton Trust T/A Metalla Pty Ltd.
The tenders were evaluated using the following criteria:
Capability and resourcing;
Contract experience and capacity;
Methodology;
Quality;
Health and safety;
Environment and sustainability;
Contribution to local economy; and
Price.
The tender evaluation team has finalised tender evaluations using the above criteria and further
clarifications with Ri-con Contractors Pty Ltd, and considers that tender to be the most
advantageous to Council, and presents the best value for money.
The tender submission from Ri-con Contractors Pty Ltd is favourable as they have previous
experience with construction of similar projects, a strong track record, they are highly capable,
and have the necessary resources to meet Council’s program to complete these works by
December 2019.
4. Programme & Next Steps
Pending Council approval, Ri-con Contractors Pty Ltd propose to construct the project, inclusive
of wet weather allowances, within 22 weeks. There is a targeted commencement of work at the
beginning of July 2019 with practical completion to be achieved at the beginning of December
2019. The programme is based on staging the construction work so that all activities are
completed prior to the peak summer holiday period. Local retailers will be kept informed
throughout the pre-construction period as a detailed final schedule is developed and potential
impacts on waste removal and local parking are better defined.
5. Construction Management and Inspections
Under the construct-only delivery model, Council will maintain the overall project management
role. This will be supported by an externally-appointed superintendent. Specialist architectural,
engineering and arborist consultants appointed by Council will progressively inspect the works to
ensure project objectives and approval conditions are met. In addition some specific plumbing
elements will be inspected by Council staff as part of the regulatory approvals process required
under the Plumbing Act.
Previous Council Consideration
Nil.
Finance
The construction of this project is to be split over two financial years, with the majority of budget
allocated for the 2019/20 financial year. The current 2018/2019 budget adjusted at BR3 is
$70,000 excluding GST, to allow completion of the approvals process and allocate a small
portion of preliminary construction costs. Council are currently finalising the proposed Capital
Works budget for the 2019/20 financial year and, at this stage, a preliminary allocation of
$577,000 excluding GST has been recommended for approval; however this is subject to budget
approvals.
