PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019

The application is before Council as the proposed uses are inconsistent for the site being zoned
Attached Housing.
2. SITE DETAILS
2.1 Background
In November 1970 Council approved a Dry Cleaning and Laundry Premises on the site subject to
conditions under the Superseded Planning Scheme applicable at the time.
The dry-cleaning business established about 1971. Under the Superseded Planning Scheme a
surfboard manufacturer later established on the site. This use was defined as Light Industry and
at the time, no development approval was required to operate on the site. The surfboard
manufacturing was in operation at the commencement of the Noosa Plan 2006 and continued up
until it was destroyed by fire in January 2015. As a result, the site is afforded existing use rights
for dry cleaning and laundry premises and surfboard manufacturing.
Reconstruction of the building saw the dry cleaning operation recommence on site. The
surfboard manufacturing operation did not return. Due to the specific nature of the uses that
were established on site, establishing other uses on the site which fall within the current definition
of Light Industry cannot occur without a further development approval. Hence, the applicant
submits that small businesses seeking premises are being turned away and the rear tenancy
remains unused.
